Job Description/Requirements

Project: From Access to Equality: Empowering women to access justice in Uganda (FATE).

Objective of the assignment: to develop a mini-grant guide for women economic empowerment initiatives.

Profile of the consultant:  The consultant should have the following skills and experience:

  • Master’s degree in Business Administration with experience in handling Income Generating Activities and women economic empowerment in particular;
  • Experience working on rights-based programming and access to justice for women projects in the context of Uganda;
  • 5 years' or more working experience preferably in the access to justice sector.
  • Familiarity, contextual knowledge of and experience working in Uganda.
  • Excellent interpersonal skills and proven ability to multitask and work under tight deadlines
  • Proficiency in English; knowledge of local languages spoken within the target project areas is a comparative advantage

ASF is an independent international non-governmental organization founded in Belgium in 1992, whose mission is to contribute to the establishment of institutions and mechanisms that allow for access to independent and impartial justice, and which are capable of guaranteeing the protection of fundamental rights (civil and political, economic and social), including the right to fair trial.

About the Project

The project “From Access to Equality: Empowering women to access justice in Uganda” is a 4 year project (2021 to 2025) being implemented by a consortium inclusive of Avocats Sans Frontières (ASF), Uganda Women’s Network (UWONET), BarefootLaw (BFL) and Penal Reform International (PRI). This is with funding from the Kingdom of the Netherlands. The project geographical scope spans across the districts of; Gulu, Lamwo, Hoima, Masindi, Napak, Moroto, Mbale, Soroti, Jinja, Namutumba and Kamuli.

The overall goal of the project is to empower women and girls to pursue justice in an environment that serves their needs. To do this, the following specific objectives and results are expected:

Specific Objective 1: Women are in a position to demand justice

  • Expected Result 1.1: Women are legally empowered to act

Specific Objective 2: Decision makers mobilise to make women and girls’ rights effective

  • Expected Result 2.1: Legal aid and protection services are improved and tailored to respond to women and girls’ access to justice needs
  • Expected Result 2.2: Institutions are accountable for protecting and promoting women and girls’ rights

Purpose of the Assignment

Avocats Sans Frontières seeks to recruit an external consultant to develop a resource guide for mini- grantees. The guide will act as a reference for managing their respective businesses on the one hand, and enable them remain resource persons within the community and among themselves. Briefly, the resource guide will detail a step by step process of among others; how how to identify a viable business idea within ones environment, basic business and financial literacy skills, group dynamics, marketing,saving, further investment and expansion of the business idea, value addition to ones products, how to manage competition,fundraising, linking and learning from others. The resource guide shall be in simplified language that will be translated in the local languages for better appreciation by the women. The guide is intended to put the women in a stronger position to unlock their legal agency.

The assignment will be conducted in Kampala. The assignment seeks to consider the following objectives:


Main objective

The main objective of the activity is to develop a simplified resource guide that the women can easily refer to in their day today operations of the mini-grants awarded to them . This guide will also strengthen the capacity of the women/survivors of GBV, enrich the existing women economic empowerment initiatives in their specific context and transform attitudes towards women legal empowerment .

Specific Objective

To compile in one simplified guide on Business foundations with a step by step process how to identify a viable business idea within ones environment, basic business and financial literacy skills, group dynamics, marketing, value addition to products, business expansion, savings, further investment, how to empower other survivors of GBV, linking and learning from others.

Methodology

The methodology will be determined jointly by ASF and the consultant or consultancy team. ASF will hold an inception meeting with the consultant or consultancy team, with the aim of validating the consultants schedule and work-plan, identifying areas of support and the list of necessary documents available to complete the assignment. Following this, the consultant will then put together an inception report which will outline:

  • The selected methodology and the justification for the choice in relation to the assignment;
  • The key documents to be reviewed for the assignment;
  • The tools for data collection;
  • The selected respondents and explain this selection;
  • The method for data analysis;
  • Work plan for the assignment.

    The consultant will have at his/her disposal in this regard:

  • Programmatic documents.
  • Terms of reference

Timeline and Deliverables

ASF expects the following deliverables from the selected consultant:

  • An inception report detailing the literature review, methodology, tools and timeline
  • Submit all data to ASF, including copies of the final datasets and hard copies of the collection tools
  • Draft guide for review and validation by ASF and partners
  • Final mini-grant guide

Applying Instructions

All deliverables of the assignment will be handed over and finalized. The assignment will take place for a period of 10 working days.


Conditions of the mission

This call for application is open to only national service providers. All applicants must submit technical and financial proposals via email (see “ASF Contacts and deadlines”). Shortlisting shall be done on a rolling basis. Payment shall be made based on deliverables as per ASF’s consultancy rates which inform the Agreement.
