JOB DETAILS:
VSO strengthens the agency and decision-making power of marginalised women, young people, and people with disabilities (PWDs) over sustainable, equitable and climate just livelihoods through Volunteering for Development. We work together with marginalized groups to address the multiple intersecting crises they face like climate, food, debt, and economic problems, austerity measures, health emergencies like COVID and the rollback of progress on women’s rights. We do this through two global programmes within Resilient Livelihoods: Youth Empowerment, Green Jobs, and Decent Work; and Women’s Empowerment, Control over Incomes and Right to Food. Through these global programmes, we mobilise, recruit and place appropriate and skilled volunteers in projects, institutions, and communities. The volunteers help create strategic networks and alliances to facilitate dialogue, action and bring about systemic and transformational change.

Therefore, VSO Uganda is seeking the services of a proposal writing consultant to work on a country office project proposal. The proposal is a response to the Enabel call for proposal “Green and Decent Jobs for Youth (WeWork EU) in the Kampala metropolitan area”.

Scope of work
VSO Uganda is looking to recruit a project proposal writing consultant (short term 3 weeks) in bid and proposal writing.
The overall assignment is to lead in full cycle proposal development activities, leading to development of a full proposal in line with procedures laid down in the tender dossier.

Specific tasks may include:
• Develop, alongside VSO team, the technical proposal which will be based on the thematic areas above.
• Develop the budget proposal and provide all other inputs, in line with tender dossier in collaboration with VSO team.

• Take responsibility to consolidate all the proposal elements for timely submission to VSO.
• Read, understand and respond to all necessary and supplementary documents related to the solicitation which may include:
1. Call for proposals
2. Donor strategies
3. Related Assessments
4. Research/intelligence on current partners and expected competitors.

• Lead effective and streamlined communication regarding the proposal development processes and progress on a regular and timely basis.

• Ensure that all the parties involved understand the key requirements of the solicitation.
• Prepare proposal development plan with dates and point persons: solicit agreements from all parties.

• Coordinate the overall proposal development process in accordance with the proposal development plan timelines and in collaboration with the relevant VSO staff, ensuring effective communication with all relevant parties through the proposal development process.

Objectives of the consultancy:
VSO Uganda is soliciting for a proposal writing consultant to respond to the Enabel call for proposal “Green and Decent Jobs for Youth (WeWork EU) in the Kampala metropolitan area”.

Area of work:
The consultant will based at VSO Uganda Country office where he/she will collaborate with the VSO Country Representative and the Livelihood Advisor.

Key expected deliverables:
Timely delivery of a quality proposal with input and collaboration from VSO Uganda team within the expected timeframe.

Time and level of effort:
The expected level of effort is estimated to max. 10 working days.
