L4A has programs in Uganda and South Sudan, and is seeking to recruit a qualified candidate to fill the following vacancy: -

JOB SUMMARY 

The Construction Project Manager (CPM) will oversee and manage all aspects of construction projects from inception to completion. Specifically, they will oversee and provide all functional aspects of construction, and technical support to the infrastructure construction components of 4Africa from design and procurement to supervision and provide progress reports.
He/she will also ensure that the project's material and financial resources are well managed by planned financial, budget management, and other approved guidelines in close collaboration with the Africa Senior Management Team and other team members.

He/she will provide quality assurance as part of their supervisory role from the planning to execution phases of the construction project. Ensuring adherence to set timelines.
The successful candidate will have a proven track record in delivering complex projects on time, within budget, and to the highest quality standards.

This position is a leadership role; the job holder is also expected to work closely with the Finance Manager (FM), and the Operations Manager (OM).

ROLES AND RESPONSIBILITIES
Lead, Manage & Accountability (LMA)
• Provides effective and inspiring spiritual and strategic leadership as well as stewardship to site workers.
• Ensures right person-right seat fit across the team.

• Recruits and manages the General Contractor to implement the building and construction works at the site.

• Liaises with the supervising consultant to deliver periodic performance reports.
• Ensures compliance with construction standards, frameworks, and operational policies (Labor laws, etc.), and other statutory obligations (registration, taxes, and payroll).
Construction works
• Reviews technical design documents of the project and recommends relevant modifications, if required, and ensures that the project plans, drawings, and/or sketches are well understood by the implementing contractors/teams, provides implementation guidelines, and gives feedback as appropriate.
• Ensures that all construction-related procurement plans are carefully developed and submitted to operations, and that procurement requests (PR) are submitted on time as per the project plan.

• Checks the contractors’ work schedule, crew formation, and material delivery program. Comments on effectiveness of concerns relating to timely completion of work, mitigates and effectively manages any potential (or actual) delays.
• Takes note of any omissions, faults, or deviations, and notifies the contractor and other concerned bodies to take timely measures.

• Prepares daily duties/schedules in detail in the order of their complexity, and supervises construction works at all critical stages.
• Checks the quality of materials and workmanship for conformity with the requirements of the contract and provides site instructions as required.
• Approves the contractor’s work to proceed from one stage to another.
• Checks, corrects, and approves contractors’ Take-Off Sheet and Payment Request based on the measurements taken.

• Takes responsibility for the construction work and administration of the contract for service.
• Checks site daily dairies and schedules and evaluates weekly plans of the contractor.
• Takes measure if the contractor performs his work less than the schedule as per the contract agreement.
• Examines and processes payment requests for construction works in the project area as per set construction phases and timelines.

• Works closely with operations Management office to ensure that contract values are within the available budget limit, keeps a record of payables (retentions) and receivables (advances), and informs all concerned in a timely manner for release and/or recovery.
• Identifies and organizes the procurement of locally available construction materials in close collaboration with the Operations Management office.
• Ensures effective and efficient use of all 4Africa’s financial and material resources to achieve the desired results and budget adherence.
• Ensures that materials and procedures employed by the workers are according to the industry regulations.
• Prepares action plans jointly with project staff, local government, and other stakeholders for monitoring, review, and periodic project reporting.
• Prepares monthly, quarterly, intermediate, and final reports on the completion status of works.
• Manages communication within the project team, and the external parties .

• Relationship building, able to build and maintain positive relationships with key stakeholders (suppliers, contractors, community members etc.)

• Negotiation skills to negotiate contracts and resolve disputes arising.
• Quality control, implementation, and monitoring of control measures.

REQUIRED ACADEMIC QUALIFICATIONS, COMPETENCES, AND EXPERIENCE
• Relevant experience of 10 - 15 years in managing major construction projects of similar magnitude, including community-managed physical structures.
• Bachelor’s degree in civil engineering, Construction Engineering, Quantity Surveying, Architecture, or a related field .
• Masters in construction management, PMP, preferred. Any other related Advanced Degree.
• Registered Member of the “Engineers Registration Board (ERB) of Uganda ” or any other relevant registration body.
• Knowledge of construction industry standards, regulations, and best practices.
• Operational knowledge of Occupational Safety, Health, and Environment standards is desirable.
• Proficiency in project management software, and tools.
• Operational knowledge of MS Office, Photoshop, email/internet, and other Engineering-Software (AutoCAD, AutoDesk Revit, Premavera, and Sap2000).
• Age range of within 35 and 45 years old.
