Background
Johanniter Unfall-Hilfe e.V. Uganda Mission (www.thejohanniter.org) is a German non-governmental organization.In 2017 Johanniter opened an office in Kampala in order to enhance its Uganda programme and strengthen the cooperation with its local partners.

Johanniter has partnered with The Transcultural Psychosocial Organization (TPO), to implement the Maternal and Mental Health Access and Psychosocial and Livelihood Support to improve social well-being (MAMA PLUS) project by 2025. The project commences in June 2024 and this will include the construction of a maternity wing in Rhino Camp Settlement. Thus, Johanniter is looking for qualified candidates to fill the vacant post of a Construction Engineer (Short term assignment)

The Construction Site Engineer will be supervising the construction of the maternity wing in Rhino Camp Settlement.

What you will do:
Design Development:
• Utilize engineering principles and software tools to create the maternity wing design, prepare tendering documents including Bills of Quantities (BoQs): detailing the materials, labor, and equipment required for shelter construction projects, Terms of reference (ToRs) while ensuring transparency and accountability in project budgeting
• Work with the relevant district local government officials, the Office of the Prime Minister and other key stakeholders to obtain the necessary approvals required for the construction

• Participate in the bid tendering process and evaluation of tender bids Construction Oversight:
• Supervise the construction work and ensure adherence to the national labour laws, and Johanniter’s rules and regulations.
• Supervise contractors/sub-contractors.
• Supervise the construction activities, monitoring progress, and addressing technical challenges encountered during implementation.
• Provide advice and solutions to improve the performance of the construction activities and contribute to the achievement of set goals.

Quality Control and Assurance:
• Conduct regular site inspections to verify the quality of construction workmanship and materials, identifying any deviations from approved designs and recommending corrective measures. ii. Collaborate with the relevant district stakeholders to ensure the construction is according to the required standards.
• Control and ensure that the standard construction procedures and tools are utilized properly.

• Implement robust quality assurance measures to monitor the construction process and ensure that all constructions meet relevant building codes and standards.

Reporting and Documentation
• Maintain detailed records of project activities, progress reports, and technical documentation in compliance with organizational standards and donor requirements.
• Conduct monitoring and supervisory construction progress checks with the relevant district stakeholders. iii. Prepare weekly inputs to progress/implementation report.

• Monitor activities by using standard monitoring tools to measure regularly (minimum monthly) the project construction performance.
• Inform immediately management of any facts that can have serious impact on the construction activities.

Safeguarding
• Sensitize the contractors/sub-contractors on JUH commitment to safeguarding including policies, processes and procedures.
• Promoting a culture of safeguarding within the organization and ensuring project participants are not exposed to harm or abuse.

• Report any safeguarding concerns using the channels that have been put in place.

What you bring:
• Bachelor’s degree in civil & structural engineering
• Experience working with district local governments to undertake construction works.

• 3 years’ experience in designing and construction of buildings. Previous experience of building of health facilities highly desirable.
• Experience in supervision of large-scale works is an added advantage.
• Willing to work and live in Arua for 4 months.

Skills & Competences
• Good communicational skills (written and spoken).
• Good organizational and supervisory skills.
• Computer literate (email, spread-sheets, word, databases, job-related software, etc)
