On behalf of our client EACOP, we are looking for competentskilled, and experienced Community Relations Supervisor (CRS) to work in Kampala.

MISSIONS / JOB DIMENSIONS

The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometers (km) of which 296 km will be in Uganda.  In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera.

The Community Relations Supervisor is in charge of EACOP stakeholder engagement in her/his area of responsibility. As such she/he is responsible to organize the deployment of the Community Relations team to build local stakeholders understanding of project activities, organize their consultation, manage their grievances and report their concerns and expectations to EACOP

ACTIVITIES

The Community Relations Supervisor is responsible to oversee the community relations team in her/his area of intervention. She/he is responsible to:

  • Supervise the deployment of the Community Relations team in her/his respective area in coordination with the CRC (planning, identification of activities and associated resources)
  • Ensure the performance of the Community Relations team in her/his area (e.g. identification of objectives, regular assessments..) for reporting to the CRC
  • Ensure Community team members are allocated to specific areas to strengthen community awareness of their point of contact
  • Organize daily meetings with her/his team to gather field activities status, identification of issues, planning update for reporting to the CRC
  • Organise HSE toolbox meetings prior to field deployment (elements to be provided by EACOP HSE team)
  • Ensure Community Relations team’s (and drivers) implementation and knowledge of EACOP HSE plan
  • Ensure stakeholder engagement activities cover all segments of the local society using different engagement methods (e.g. community meetings, focus group discussions with women, meetings with youth groups, face to face engagement with vulnerable PAPs)
  • Ensure CSOs/NGOs have access to EACOP LSOC field activities and report their presence
  • Provide daily and weekly reporting on all engagements (incl. grievances /concerns, request for development projects, types of engagements by location) and issues to the CRC (template of reporting to be provided by CRC)
  • Ensure the performance of the grievance mechanism procedure within her/his area including dissemination of the process to the communities, quality of the information provided in the grievance registration form, delivery of grievance registration form to the complainant, recording and reporting to the Grievance Administrator, regularity of engagement with complainants, issuing of grievance acceptance and closure form and reporting to the Grievance Administrator and CRC, recording in Borealis and transmission of hard copies to the Grievance Administrator in Kampala
  • Support community relations team immediate resolution of grievances
  • Attend the grievance management committee meetings and propose resolution 
  • Report on daily basis all engagements and grievances/concerns in EACOP ESMS tool (Borealis)
  • Ensure that CRC is timely informed on any issues or risks in the field that could jeopardize EACOP social license to operate
  • Engage with local leaders, sub-county leaders and District officials, when required
  • Ensure that compliance is maintained in all engagement with officials (keeping of records of payment – transmission to the LSOC Administration Officer for integration within e-register)
  • Monitor LSOC Contractors activities in the field (number of personnel and functions) and report any misconduct or non-compliance with the scope of their activities
  • Interface with Project site Representative on construction support activities and ensure dissemination of information between project engagement team and relevant contractors
  • Organize engagements with stakeholders according to construction activity requirements and ensure stakeholders are fully aware of when construction teams will start working in affected areas
  • Assist operational project teams with field visits to construction areas and ensure construction manager and contractors are kept updated of field visit activities
  • Keep construction teams updated on relevant community issues and highlight potential community related risks to Project Site Representative and relevant contractor
  • Upon request, may replace the Community Relations Coordinator

CONTEXT AND ENVIRONMENT

She/he will work under the management and supervision of the EACOP Uganda CRC and is required to demonstrate exemplary behavior with regard to compliance and HSE rules & requirements.  She/he shall be positioned in the field

ACCOUNTABILITIES

In her/his respective area, the Community Relations Supervisor

  • Is responsible to ensure that good communication is maintained between local stakeholders and EACOP
  • Is responsible for the community relations team deployment
  • Is responsible of the quality of the reporting of the community concerns, requests and engagements
  • Is responsible for the implementation of the grievance mechanism

QUALIFICATIONS AND REQUIRED EXPERIENCE

Professional experience: 5-year experience in land acquisition in large scale project for experience in land acquisition and compensation processes in Uganda, including valuation reports, compensation agreements and data management. 

Qualifications: Bachelor degree in Land Management and Valuation, Social or any related project.

Technical competencies: Excellent skills and considerable experience in use of MS Word and Excel, data management, and preparation of quantitative and qualitative documents and reports relating to land acquisition and compensation agreements. 

Behavioral competencies: Detail oriented person, highly organised, systematic working, close attention to detail, strong team worker, ability to meet deadlines.  High computer skills, quantitative, data management and analytical skills. 

Fluent in English (speaking, writing) and knowledge of either Luganda, Runyoro or Runyankole recommended
