BACKGROUND INFORMATION

German Leprosy and TB Relief Association (GLRA/DAHW is a non-Government organization within the East -Africa Region of DAHW/GLRA in Ethiopia and Headquarters in Germany, addressing health (especially on the aspects of leprosy, tuberculosis, and neglected tropical diseases (NTDs)), Inclusion, Humanitarian Aid and Research in an innovative way.

Presently GLRA Uganda is looking for a highly motivated and experienced Community health coordinator for GLRA - Uganda program office. GLRA - Uganda has a long-standing history dating back to 1960 when it started with the support of leprosy patients. Today, it is a recognized expert in its key areas of leprosy, TB, NTDs and addressing the medical and social consequences of these diseases. GLRA Uganda collaborates with national and international partners including the Uganda Ministry of Health, Uganda Catholic Medical Bureau, TPO, BMZ, and others

Reports to: Head of Program

Employment type: Fixed-term for three years with the possibility of extension

Salary: According to the organizational remuneration scale

The Community Health Coordinator will be responsible for ensuring the smooth operations of direct and partner implemented programs; support innovative and high quality data collection processes and development of GLRA Uganda’s project proposals.

MAJOR RESPONSIBILITIES

  • Implementation of DAHW/ GLRA Uganda Program
  • Responsible for definition, development, and implementation of  DAHW medical-social policy at country/ project level
  • Responsible for identifying community health program related grant funding and develop grant proposals
  • Oversee the day to day medical-social activities based on the Ugandan office proposal
  • Analyze and report on challenges, problems and gaps encountered in the project with recommendations for solutions
  • Contribute/participate in relevant training activities for medical staff if required
  • Assist in the capacity building process (based on identified training needs) among GLRA staff, partner organizations and national programs to ensure a good level of expertise on GLRA´s mandates (leprosy, TB, NTDs, humanitarian aid, etc.)
  • Responsible for technical  quarterly and annual reports; case stories; fact sheets
  • Pro-actively seek for new alliances, strategies, networking and partnerships in the field to enhance synergies in close co-operation with the country office
  • Participate in the facilitation and development of innovative disease control approaches
  • Give feedback to the program and advice on adaptation of activities according to the set indicators.
  • Analyse results from GLRA Uganda program field activities and report back to the country office with recommendations
  • Attend regional meetings and represent Uganda country office

M&E and Health management information system

  • In coordination with a medical advisor, populate and update project documents and reports including; data collection, monitoring, evaluation, and reporting tools as necessary and according to needs.
  • Ensure accuracy and quality of data collected from all community workers and M & E officers at the NTLP on a monthly basis.
  • Develop and report on a monthly basis the community health activities through direct implementation or through implementing partners.

Monitoring and reporting

  • Coordinate and participate in the evaluation of individual and overall community workers and their supervisors’ performance through various tools including monitoring calls, activities evaluations, and feedback forms.
  • Oversee data collection and analysis of community workers’ reports on activities and community needs.
  • Develop required reports on community workers’ performance and effectiveness, based on evaluations.

Coordination

  • Closely coordinate with the East African Region medical advisor
  • Develop and maintain effective working relationships with community leaders and stakeholders in the field.
  • Represent GLRA Uganda as designated by the Head of office in coordination meetings.

Uganda DAHW and National Programme support

  • Assist in planning, implementation, monitoring and evaluation of Uganda NP with a focus on DAHW supported activities in the country
  • Advise on adaptation of activities according to the set indicators.
  • Together with the National TB and Leprosy Program (NTLP) train and supervise health facility staff and community workers
  • Undertake any other duties and responsibilities to be assigned by the Regional medical advisor/country office.
  • Contribute to the development of technical training materials, job aids and IEC materials for the community health workers
  • Support the establishment of an effective referral system to ensure continuity of care for leprosy patients.
  • Conduct regular monitoring calls and provide supportive supervision of community workers.

QUALIFICATIONS

  • Degree in Community or public health or professional/or qualification relevant to the job with public health background preferred.
  • Minimum three years’ work experience at the community level preferably in public health and in coordinating, implementing, managing community health programs.
  • Proven experience in community mobilization and awareness-raising activities, preferably at the village level.
  • Ability to validate and interpret health data.
  • Experience in mentoring and training staff and/or partner organizations; experience of managing staff desirable
  • Good understanding of social organization at the village level, community health issues
  • Strong belief in human rights and gender equality
  • Good analytical and reporting skills
  • Excellent computer skills including Word, Excel, and PowerPoint.
