Job Description

  • The COP will provide leadership and oversight over the design and implementation of the project. S/he will serve as Genesis Analytic's primary point of contact for USAID/Uganda on this project.
  • She/he will provide strategic direction, technical leadership, and ensure ethical and excellent management of the project and its staff (including consortium members).
  • S/he will routinely liaise with the senior leadership and relevant divisions at MoH, as well as with technical advisors from USAID, USG implementing partner organizations and other relevant development partner organizations to cultivate an environment that encourages collaborative and productive engagement to support the implementation of this project.
  • S/he will provide quality assurance and review of all deliverables submitted to USAID. These shall include the AMELP and work plan at the start of the project, as well as quarterly and annual technical and financial reports. Occasionally, s/he will be called upon to make presentations to USAID (and its partners) on specific aspects of the project that might be of interest.
  • S/he will be expected to identify key issues and risks related to program implementation in a timely manner, suggest appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse.

Required Qualifications

  • Master’s degree or other advanced degree (PhD, MD) in a relevant field such as public health; health systems; development studies social sciences or management; and other relevant fields.
  • Minimum of 10 years’ progressive experience in a senior role managing large, complex, and integrated health system strengthening projects.
  • Proven ability to work collaboratively with the Uganda Ministry of Health (MoH), USG agencies, Government of Uganda (GoU) departments,, development partner organizations, the private sector, and civil society organizations.
  • Demonstrated experience in successfully leading and managing multi-disciplinary teams of senior technical persons to achieve project results in a fast-paced and complex environment.
  • Demonstrated experience in establishing and maintaining strong relationships with key stakeholders within GoU and USG agencies.
  • Excellent interpersonal and communication skills, including writing and presentation skills in the English language

Desired Qualifications

  • Previous experience as a Chief of Party, Deputy Chief of Party or Technical Director for USAID funded projects in Uganda, preferably in one of the areas of focus: healthcare financing; human resources for health; health information systems; and community health systems.
  • S/he should have recent experience working with government counterparts in different capacities.
  • Excellent understanding of the healthcare system in Uganda, including the key stakeholders and on-going work within the health system strengthening space.
  • Familiarity with relevant national strategies like the Uganda Health Sector Strategic and Implementation Plan, the National Development Plan, and USG documents like the USAID/Uganda CDCS 2022 - 2027, the USAID Vision for Health System Strengthening 2030 et cetera.
