Mennonite Economic Development Associates (MEDA) invites applications for a Chief of Party to lead an anticipated USAID-funded initiative designed to facilitate domestic and international commercial investments that are aligned with USAID's development priorities in Uganda. This position is contingent upon grant and candidate approvals by the donor.

The Chief of Party will provide overall program leadership for this multi-million dollar, 5-year program, directing staff, deploying resources and engaging partners to ensure that the objectives are met on schedule and within budget. The anticipated start date is contingent upon release of USAID RFP and contracting process. RFP is expected in 4th quarter of 2019. Specific responsibilities of the role includes: Program Implementation and Management

  • Development and management of program partnerships to ensure sound coordination and achievement of program objectives.
  • Ensuring overall strategic direction for the initiative.
  • Work planning and implementation in compliance with guidance provided by USAID and MEDA.

Team Leadership

  • Building and managing a staff and fostering an environment of mutual respect in which all team members can achieve excellence.


  • Document ing processes and achievements to ensure best practices are captured and disseminated.
  • Ensuring continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights.
  • Producing written reports on program activities and capturing the impacts of activities.

Financial, Contract and Risk Management

  • Ensuring adherence to USAID grant agreement, MEDA policies and procedures and relevant external rules and regulations, including those of the government of Uganda.
  • Monitoring operational context to ensure that risks are identified and mitigated.
  • Ensuring that work is carried out in alignment with MEDA security protocols.



  • Serving as primary liaison with USAID and other stakeholders and representing MEDA in a range of fora and events.


  • Master's degree or equivalent business, finance, international development or other relevant field.
  • Ten (10) years of progressively increasing management responsibility for international development projects, with a minimum of 5 years in senior management roles on projects of a similar size and scope, including USAID-funded projects.
  • Appreciation and support of MEDA's mission, vision and values.
  • Experience working with investors, investment funds and with mechanisms to support increased commercial investment in targeted sectors.
  • English fluency and excellent written and oral communications are required.
  • Experience as Chief of Party of Deputy Chief of Party on USAID-funded projects is preferred.
  • Demonstrated knowledge of USAID rules and regulations is required, experience with other large donor programs is desirable;
  • Proven leadership skills and demonstrated experience recruiting, developing and managing staff.
  • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations and partners.
  • Experience with USAID rules, regulations and requirements.
  • Experience working in East Africa is preferred.
