CHIEF OF PARTY (Full-time job based in Mbale, Eastern Uganda)
IntraHealth seeks to recruit a Chief of Party (COP) for its USAID Regional Health Integration to Enhance Services in Eastern Uganda (RHITES–E). The purpose of the RHITES-E project is to increase utilization of health services through the following key result areas: increased availability of and accessibility to health services; improved quality of health services; increased availability of resources for public sector health services; improved organization and management of service delivery and increased adoption of healthy behaviors and practices. The Chief of Party will be the principal liaison with USAID Uganda and the Ministry of Health (MOH) and will oversee the Project Leadership Team (PLT). The COP will be responsible for overall project leadership and management, providing strategic guidance, vision and leadership including coordination among USAID and key stakeholders and other implementing partners at the regional, district, and community levels. This person will oversee all aspects of the project with a particular focus on the technical integrity of program design and implementation and meeting targets and achieving project deliverables. This person will oversee the project work plan and budget development and monitoring. The Chief of Party will also oversee all procurement and contracts/subcontract administration activities and assure compliance is met with IntraHealth and USAID policies and procedures.
This person will report to the HIV Program Director based at the headquarters office and collaborates closely with US-based technical staff from the IntraHealth Chapel Hill office. To apply, submit your Cover Letter, Updated CV and USAID Form 1420.

ESSENTIAL FUNCTIONS
• Provide strategic technical, managerial and fiscal leadership assuring that compliance is met with IntraHealth and USAID policies and procedures
• Ensure the achievement of high-quality results by IntraHealth, its sub-contractors and sub grantees and that all deliverables are met
• Build an integrated vision among related components and diverse actors, focusing on achieving results in HIV/AIDS, TB, family planning, maternal child health, malaria and nutrition
• Serve as key liaison and work collaboratively with USAID, the Ministry of Health at all levels, local government authorities and other stakeholders and partners in implementation of the project to ensure the alignment and integration of the program with the Government of Uganda’s strategies
• Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the IntraHealth headquarters office and USAID Uganda
• Directly supervise the senior team and oversee the functioning and accountability of the Project Leadership Team (PLT)
• Serve as the principal lead for all program reporting and communication to all Government of Uganda stakeholders ensuring that high quality standards are met

Education/Experience Requirements
• Master’s degree or higher in Public Health, Social Sciences or equivalent field
• Minimum of 10 years of progressively increasing responsibility in managing large comprehensive and complex international development assistance HIV/AIDS and health programs in sub-Saharan Africa
• Proven ability to lead a team of senior staff for a large and complex international development assistance health program, preferably in Uganda and/or East Africa
• Demonstrated understanding and expertise in health systems strengthening and/or integrated services delivery in Uganda and/or East Africa
• Demonstrated ability to communicate to all stakeholders the vision of the program also possessing strong oral and written communication skills in English
• Proven ability to develop and sustain collaborative working relationships with senior level government leadership, USAID and all partners
• Experience working with USAID or CDC directly or as an implementing partner, strong familiarity with other USG initiatives, and considerable experience working with the host government
• Strong diplomatic skills with the ability to build networks and work with diverse stakeholders bringing teams together for consensus and to attain desired results
