Overview:

The Chief Finance Officer (CFO) is a senior executive role responsible for overseeing the financial strategy, planning, and management of Uganda Railways Corporation. This position ensures the financial health of the organization, supports its operational goals, and ensures compliance with regulatory requirements.

Key Responsibilities:

  • Financial Strategy and Planning: Develop and implement financial strategies to support URC’s long-term goals, including budgeting, forecasting, and financial modeling for railway, marine, and road service operations.
  • Financial Oversight: Manage the corporation’s financial operations, including accounting, auditing, treasury, and tax management, ensuring accurate and timely financial reporting.
  • Risk Management: Identify financial risks and implement measures to mitigate them, including currency fluctuations, operational costs, and investment risks.
  • Funding and Investment: Oversee fundraising initiatives, manage relationships with financial institutions, and ensure optimal allocation of resources for infrastructure projects and operations.
  • Compliance and Governance: Ensure compliance with financial regulations, the URC Act, and other statutory requirements, while maintaining transparency in financial dealings.
  • Stakeholder Engagement: Advise the Managing Director and Board on financial matters, providing insights to support decision-making for expansion, maintenance, and operational projects.
  • Team Leadership: Lead the finance department, ensuring staff are trained and aligned with organizational goals.

Person Specifications:

  • Educational Qualifications: A Master’s degree in Finance, Accounting, Business Administration (MBA), or a related field. A Bachelor’s degree in a similar discipline is typically required as a minimum.
  • Professional Certification: Must be a certified accountant (e.g., CPA, ACCA, or equivalent).
  • Experience: At least 8-10 years of progressive experience in financial management, with a minimum of 5 years in a senior leadership role, preferably in a public sector or transportation-related organization.
  • Skills: Strong analytical skills, expertise in financial software, excellent communication, and leadership abilities. Knowledge of public sector financial regulations in Uganda is essential.
  • Behavioral Competencies: Strategic thinking, integrity, decision-making under pressure, and the ability to work collaboratively with diverse teams.
