Job Purpose:

  • CFO for Uganda with responsibility for all financial controls and accounting activities, business analysis, compliance with Local & US Regulatory Reporting requirements, reporting  of local and foreign taxes.

Job Background/context:

  • The position is a senior country management role mandated by Citigroup and Bank of Uganda and requires a fit and proper approval from the regulator.

Key Responsibilities:

  • Daily management of local regulatory reporting activities, financial control related activities,
  • CFO for Uganda with overall responsibility for all financial accounting, management information systems, analysis and review of all strategic investment options, local and foreign taxes, local and US regulatory compliance as well as liaison with internal and external auditors and bank regulators.
  • Supervise the country finance function, ensuring that country management is aware of the control tone in the bank and adequate procedures are in place to manage and evaluate strategic, business, credit and operating risks in the bank.
  • Ensure the country fully implements and complies with Local Regulatory Reporting Directive (LRRD). Actively participate in franchise or country related committees, such as CCC, RRGC, BRCC, ALCO and other committees as shall be designated In partnership with the Uganda CCO, develop the Country Strategic
  • Plan and Objectives and embed an appropriate Performance Management framework to enable the business to succeed:
  • Analytical review, approval and presentation of financial statements, competitor analysis, strategic initiatives, investment proposals and management profitability reports for internal and external use.
  • Working closely with the Divisional Planning and Analysis Team to ensure that analysis on Uganda financial information is timely, accurate and value added. Coordinate/manage the effort for budgeting and planning across businesses and franchise for the country.
  • Enable a robust Finance Management Control Self-Assessment (MCA) process, including design and implementation of the control framework, the quality assurance of the control file processes, documentation of processes and controls, analysis of key risks identified, assessing the adequacy of corrective actions and following up of the implementation and appropriateness of corrective actions Responsible for the controls over the balance sheets of the country and ensuring  balance sheet control conforms with the Global best practice.
  • Ensure that all Internal/external audits are proactively managed, (preparation, planning, fieldwork and actions) Ensure all financial input to the Board processes of each country are timely, robust and complete, meeting any regulatory standards. Create a consistent approach to the publication of financial information.
  • Lead the country finance team to make Citi a great place to work, ensuring goals and objectives are set, understood and executed, development and succession plans are continually appraised. Ensure consistency of application of Citigroup policies (as it relates to Finance) among businesses in country and the sub cluster.
  • Provide in-country and sub cluster accounting policy interpretations and advice relative to unusual transactions and new products. Liaise closely with Citigroup Global and EMEA Accounting Policy Groups.
  • Maintain knowledge of business operations and keep abreast of changes in economic and business climate. Analyze implications of changes and inform management on key financial trends.
  • Proactively manage the end-to-end Month End / Quarter End process, working closely with Finance and Risk Operations (FRO) to ensure timely accurate close process. Review and continually improve processes and hand-offs.
  • Participate in Regional Finance initiatives and rollouts.

  • Previous experience of/as:
  • CFO or Deputy CFO in a Financial Institution or Audit Firm

Qualifications:

  • Relevant Financial Degree
  • Chartered Accountant
  • Demonstrable Leadership skills
  • A strong understanding of Local regulations
