Position Overview
Pact seeks a Capacity Development (CD) Officer for the USAID-funded Strengthening Youth and Women’s Civic Participation Project. The Project aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches. This program is in Year 2 of an anticipated five-year activity, with a dramatic shift in the operating context since the program startup in Khartoum in October 2022. This position will be based in Kampala, Uganda with potential for occasional travel throughout the East Africa region.

The Capacity Development Officer will support the Project’s strategy for strengthening the capacity of local partners and leading the development and realization of local organizations’ resource mobilization and sustainability strategies. The CD Officer will contribute to the provision of technical assistance to civil society organizations, with an emphasis placed on leveraging local expertise. Specifically, the CD Officer will monitor implementation of CD activities by mentoring technical teams, facilitating assessments, and ensuring adherence to targets, timelines, budget management and achievement of objectives.

Key Responsibilities
• Contribute to the implementation of the project’s comprehensive and adaptive CD strategy to strengthen the organizational and technical capacity of local partners.
• Support the development, implementation, and monitoring of CD activities in close alignment and coordination with activities across the project. Regularly collect, analyze, and report on CD data.

• Provide written inputs and/ contribute to the development of tools required to monitor the implementation and monitoring of project capacity development activities.
• Foster strong collaboration and coordination with the grants management team to integrate CD and subaward monitoring processes and support capacity development to be incorporated into subawards, as appropriate.

• Directly implement capacity and performance assessments of partners/subgrantees and support the development of Institutional Strengthening Plans for partner/subgrantees.

• Oversee the development, implementation and monitoring of Capacity Action Plans (CAPs) for local partners to enhance achievement of expected outcomes.

• Support high-quality technical programming through participatory methodologies, co-creation, and contextualization, as per Pact’s capacity development overarching principles, approaches, and tools.
• As feasible, conduct regular field visits to provide technical support, capacity development, mentorship, or coaching to subawards.

• Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
• Lead the CD communication with partners and establishing a high level of trust that contributes to a positive CD relationship.

• Foster peer learning and CD collaboration among our partners.
All other duties as assigned.

Basic Requirements
• Master's degree with five (5) years work experience or bachelor's degree with at least seven (7+) years work experience.
• A minimum of five years of professional experience in designing and implementing technical and organizational capacity building programs.
• Knowledge of, and experience with, USAID’s collaborating, adapting, and learning (CLA) approaches.
• Experience designing collaborative working sessions that engage stakeholders at different levels of civil society.
• Demonstrated experience in synthesizing and analyzing various data sources for learning and recommendations for programming adaptations.
• Demonstrated ability to partner successfully with team, partner/subgrantee organizations, and other stakeholders.
• Strong understanding of international development projects and their operational context.
• Demonstrated commitment to engaging with stakeholders in accordance to gender sensitive and Do No Harm (DNH) principles and practices.
• Knowledge of and experience with key democracy, human rights, governance programming in Sudan is a strong advantage, as in experience building the capacity of civil society organizations.
• Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., as well as other relevant software.

Preferred Qualifications
• Knowledge of the political, social, and economic context of Sudan. Strong networks of formal and informal Sudanese civic actors, substantiated by years of experience working in and on Sudan.
• Sudanese nationals strongly encouraged to apply.
