JOB DETAILS:
The Bodyguard (BG) Supervisor oversees the Protective Security Unit and its operations for the U.S. Ambassador/Chief of Mission (COM) and other designated or visiting U.S. government officials. Reporting to the Regional Security Officer (RSO), the BG Supervisor provides leadership, operational direction, and close protection services, ensuring the safety of the COM and adherence to security protocols.
Major Duties and Responsibilities
1. Supervision (50%)
• Supervise all BG personnel, addressing administrative matters and operational decisions alongside the RSO/ARSO.
• Plan, organize, and manage BG staffing schedules to meet daily and long-term operational demands.
• Develop staffing matrices that equitably distribute personnel resources, minimize fatigue, and reduce overtime costs.
• Monitor welfare, morale, and professional development of BG personnel. Conduct counseling, performance evaluations, and document performance concerns.
• Identify and implement BG training requirements, ensuring all personnel maintain proficiency in first aid, CPR, and protective tactics.
2. Administration (25%)
• Oversee the annual BG budget and ensure operations align with fiscal constraints.
• Maintain accurate vehicle documentation, report accidents, and coordinate vehicle maintenance with the General Services Office (GSO).
• Manage procurement processes, ensuring all equipment is labeled, documented, and safeguarded. Report and document lost or damaged equipment.
• Ensure vehicles are equipped with safety and security devices, such as medical kits, oxygen tanks, and emergency repair tools.
3. Site & Security Surveys/Motorcades (15%)
• Plan and conduct security surveys, threat assessments, and analyses to ensure venue and route safety.
• Serve as the BG’s primary advisor to the RSO/ARSO, producing venue assessments and route plans.
• Liaise with host-nation security, foreign security services, and local businesses to coordinate security measures.
• Oversee complex security arrangements at various venues and monitor the overall security environment to adjust movement security postures.
4. Liaison & Other Duties (10%)
• Establish and maintain relationships with host-nation law enforcement and security officials to facilitate effective protective operations.
• Manage specialized security tasks as directed by the RSO.
• Serve as a backup driver for the protectee during emergencies, employing defensive driving techniques.
Qualifications Required
a. Education
• Completion of high/secondary school.
• Host government driver’s license to operate vehicles up to a Sport Utility Vehicle (SUV).
b. Prior Work Experience
• Minimum 4 years of experience in private sector, government, police, or military roles related to bodyguard, law enforcement, armed escort, or combat arms.
• At least 1 year of supervisory experience in the aforementioned fields.
c. Post Entry Training
• Extensive training in protective security tactics, first aid, and emergency response procedures as per RSO guidelines.
• Defensive driving training and periodic pistol qualification.
• Participate in training drills for emergencies, including simulated attacks, medical response, and vehicle incidents.
d. Language Proficiency
• English: Level IV (Fluent) - Reading/Writing/Speaking.
• Luganda or Kiswahili: Level IV (Fluent) - Reading/Writing/Speaking.
e. Job Knowledge
• Comprehensive knowledge of defensive measures, emergency response, and protective operations.
• Familiarity with Ugandan law enforcement, military, and security systems for effective liaison.
• Knowledge of security surveys, motorcade operations, and threat assessments.
f. Skills and Abilities
• Leadership and resourcefulness in managing teams and operations.
• Excellent observational, communication, and interpersonal skills.
• Proficiency in operating armored vehicles and firearms.
• Ability to administer emergency first aid and CPR.
• Physical fitness and endurance to handle stressful and demanding environments.
• Skilled in the use of computers for reporting and documentation.

• Direct supervision by the RSO/ARSO.

• Supervises 5 BG personnel.
c. Guidelines
• Follow RSO instructions, SOPs, ROEs, and U.S. Embassy policies regarding security operations.
d. Exercise of Judgment
• Make sound decisions in high-pressure situations to ensure the safety of the COM or protectee.
• Discretion in handling sensitive operations and personnel information.
e. Authority to Make Commitments
• None.
f. Nature, Level, and Purpose of Contacts
• Extensive contact with host-nation law enforcement, security agencies, and local entities to facilitate protective operations.
g. Time to Full Performance Level
• 12 months to achieve full operational and training proficiency.
