The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Background:
CHAI Uganda has worked with the government over the past 15 years to increase access to lifesaving commodities including diagnostics, treatments and other biological products that target women and children. CHAI provides technical assistance to the government counterparts through data analytics to inform forecasting, quantification, procurement planning/kit design, commodity pipeline monitoring and delivery of commodities to the last mile, strengthens policy and financing mechanisms for essential maternal and child health commodities and biological products, accelerates introduction of key newer products and improve and uptake of existing commodities and influences and promotes healthier markets for maternal and child health commodities through private sector supplier engagements ( importers, distributors, health care providers and regulatory agencies). CHAI prioritizes commodities that are critical for reduction of maternal and child health morbidity and mortality including childhood vaccinations, commodities for HSS, diarrhea, Pneumonia and Family planning (FP) and, HIV and other infectious diseases, Non-Communicable Diseases, Cervical and Breast Cancer.

Health systems strengthening (HSS) – In line with CHAI’s Global Health system’s strengthening cluster, CHAI Uganda aims to work closely with the government to optimize how policies, budgets and health sector workplans build strong sustainable health systems across program matrices. This work comes off from years of providing technical assistance across several departments in grant writing process for global health initiatives such as Global Fund, GAVI and URMCHIP, and recognizing missed opportunities for collaboration and integration across programs during implementation.

Position Description:
Reporting to the Senior Program Manager, the Senior Associate, will provide program leadership support to deliver the ambitious program objectives. They will be responsible for providing technical and operational leadership for specific projects, overseeing execution and assuming responsibility for high quality delivery. This work will require close collaboration with the Ministry of Health Policy planning and finance department lead and its partners. They will also work closely with CHAI’s Global HSS teams and interact with HSS program colleagues across CHAI countries. We are seeking an individual with proven problem-solving skills, a practical detail-oriented approach, strong track record of project implementation and clear understanding of Global Fund (GF) processes.

Responsibilities
Program Implementation
• Lead internal HSS program planning, implementation, monitoring and reporting progress to all key stakeholders.
• Support with identification of strategic areas for expansion or redirection for impactful program delivery including identification and participation in proposal development for program fundraising opportunities as needed.
• Take responsibility for effective learnings documentation within the program and dissemination of best practices.
• Lead National Health Sector Strategic Plan development (based off the National Development Plan – NDP4 strategy), operational plans and related midterm reviews and Global Fund technical assistance provision to Department of policy, planning and finance with respect to annual budgeting processes, budget framework development, grant pre-application analytics, and other grant application writing, work planning and related work plan reviews and action tracking.
People Management
• Provide leadership to the internal health systems strengthening/health financing team and consultants to optimally deliver national and subnational program activities.
• Promote effective upward and downward communication within the team to ensure well-coordinated activity execution.
Relationship Management
• Represent CHAI within the national HSS landscape, developing and managing senior relationships with Ministry of Health, Ministry of Finance Planning and Economic Development, Local Governments, National Medical Stores, Pharmacy Division, and partners.
• Manage relationships with a network of other partners operating in the HSS space in Uganda, providing technical input, proactively identifying opportunities and synergies with CHAI work.
• Maintain regular interaction with CHAI Global HSS program teams, providing updates and insights from the Uganda programme, soliciting input and guidance on key issues and providing input to other country teams as needed.
• Build and maintain emerging relevant program relations as may arise.
Financial Management
• Lead coordination and allocation of team resources and prioritization of program activities.
• Lead program budget planning, tracking, and reporting.
• Support with preparation of financial and donor reports.
Problem Solving
• Assist in identifying and addressing sensitive issues.
• Develop presentable insights and recommendations with guidance.
• Analyze and draw conclusions from data.
• Present findings from analysis to key stakeholders
• Design approaches to collect data and improve processes.
• Lead in developing innovative approaches and tools to achieve program objectives
• Other tasks as requested by the supervisor.

Qualifications
• Master's degree strongly preferred in business administration, scientific or health related discipline, or bachelor’s degree minimum with exceptional experience.
• At least 5 years of working experience in the private or public sector, with increasing levels of responsibility and leadership
• Excellent program management skills and experience
• Understanding of global health and development approaches
• Experience in the planning and execution of large-scale projects; including budgeting and activity planning.
• Exceptional communication skills, including the ability to create compelling, logical presentations, using PowerPoint and other tools, and a structured and assured oral and written communication style.
• Excellent interpersonal skills
• Demonstrated experience in building relationships and influencing stakeholders.
• Demonstrated experience working in a multi-cultural environment.
• Entrepreneurial mindset, including ability to work independently, self-motivate, and propose and implement new ideas.
• High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications.
