Organizational Setting and Work Relationships The Associate Field Officer is normally supervised by the Snr Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent. The incumbent may supervise some support staff. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of refugees. - Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor implementation of refugee assistance programmes. - In co-ordination with implementing partners, handle the reception, registration and provision of assistance to persons of concern to UNHCR. - Provide inputs for project submissions and periodic narrative and financial reports for the annual programme. - Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR's mandate for the benefit of refugees. - Monitor the security situation in the area and intervene as appropriate with the local authorities. - Submit recommendation for protection interventions to the designated officer. - Negotiate with local authority counterparts, partners and populations of concern. - Approve expenditures within the DOAP. - Perform other related duties as required. Nature of Position:

Field Office Kyaka, under the management of Sub Office Mbarara in South West Uganda, is responsible for Kyaka settlement, in Kyegegwa distrct. Kyaka settlement stopped to receive new arrivals from the border (prima facie refugee status), though it may still receive those who go through refugee status determination (RSD) procedure conducted by Refugee Eligibility Committee of Uganda. This type is dominated by Burundian asylum seekers, plus few Congolese asylum seekers from the Democratic Republic of Congo (DRC), and Rwandan asylum seekers. Currently FO Kyaka has about 25-30 staff including administration (including drivers), field, protection (including resettlement) and supply. The operation is mainly care and maintenance under the Global Refugee Compact (GRC)/Comprehensive Refugee Response Framework (CRRF). Based on the past five years ' experience of Uganda operation, the incumbent will need to prepare for any emergency supports for the country operation if needs arise. Kyaka settlement was established in 1983. As of 31 Aug 2020, refugee population of Kyaka settlement is about 123,831. About 77% of the refugee population in Kyaka settlement are women and children with a significant number of persons with specific needs. The settlement is dominated by Congolese from Democratic Republic of Congo (95.13%), Burundians (2.87%) and Rwandans (1.92%). Kyaka settlement is currently benefitted from some operation partners, though it is expected to reduce as the settlement no longer receive new arrivals. With protection partners engaged in the protection response, it is imperative to note that the primary actor for registration in Uganda is carried out by our government counterpart, the Commission of Refugees under the Office of Prime Minister (OPM). With the completion of verification in 2018, OPM agreed to continue to use proGres v.4 as the registration tool and BIMS for biometric enrolment. In September 2020, we rolled out Global Distribution Tool (GDT) for Core-relief items distribution. The incumbent is expected to coordinate field activities in collaboration with the Settlement Commandant, OPM, of the settlements, and supervise field staff.

Living and Working Conditions:

Field Office Kyaka is under the supervision of Sub Office Mbarara. Kyaka is about 250 km from Mbarara and 200 km from Kampala. Even though FO Kyaka is a family duty station, staff is expected to reside at the staff accommodation provided by the office due to lack of local UNDSS cleared accommodation. There is a vibrant local market at the Bujubuli zone of the settlement, though local supermarkets are only found in Fort Portal (130 km from Kyaka) or Mbarara. There are no education facilities similar to international schools in Kyaka, Fort Portal and Mbarara. International schools are available in Kampala and Entebbe areas. In term of medical services, only basic medical services are available in health centres in the settlements, and if necessary, further medical referral to Kampala. The nearest banking facilities including ATM are either in Mubende (60 km from Kyaka) or Fort Portal. At the staff accommodation compound provided by UNHCR, electricity and water are available. International staff normally place their families either in Kampala or Entebbe for those with school age dependents. Most of travels between Kampala and Kyaka or Mbarara and Kyaka are undertaken by road. Security Considerations: Generally calm and peaceful security situation in the country, however threats of crime continue to prevail in areas, especially Kampala and Entebbe. In term of security risks, just like another other major towns in the country, most of these crimes are economically motivated or opportunistic in nature. In term of traffic accidents, across the country, fatal road traffic accidents remain high. Occasionally, disputes of both political and economic nature persist which may involve traders, taxi operators, hawkers, students in major towns creating a fertile ground for protests/demonstrations. Sporadic security incidents occasionally happened in Mbarara and neighbouring areas. This also applies to the settlements under our area of responsibility.
