About This Role
The Project Assistant will implement and coordinate the ECD component of “The Uganda Refugee and Host Community Integrated Resilience” project activities in Palorinya refugee settlement in Obongi district targeting both refugees and host communities. The expected outcome of the ECD component is to Improve access to Quality Early Learning opportunities for children aged 0-6 years in Palorinya refugee settlement and host communities. Child protection and livelihoods of parents will be mainstreamed. The Project Assistant will ensure that the project activities are implemented in accordance with the project budget and timelines. The Officer will coordinate with Project stakeholders at the ECD centers, the refugee settlement and host communities, and local government to ensure effective execution of project interventions.
Period of Assignment: 33 months (One-year renewable contracts)
Required Experience and Education
• Bachelor’s degree in education/early childhood care and development, Child Development and Children’s Ministry, Social Sciences, Adult and Community Education, Project Management, and any other relevant course.
• Minimum 2 years of professional experience implementing and/or managing community led programs for children 0-6 years in humanitarian/emergency settings.
• Excellent writing and facilitation skills.
• Good knowledge of Microsoft Office programs including MS Excel, MS Word, and MS Power Point.
• Strong skills in teamwork and networking.
• Good written and oral communication skills.
• Excellent negotiation and influencing skills in multi-cultural contexts.
• Ability to ride a motorcycle.
• Knowledge/ experience with the local context of the project locations and willingness to work in remote areas is highly preferred.
Primary Responsibilities
The Project Assistant will undertake the following roles and responsibilities:
• Ensure that project activities are implemented in a timely and efficient manner in the targeted communities.
• Closely work with and support project stakeholders including parents, ECD caregivers, and community leaders to support implementation of project activities.
• Support acquisition, distribution, and safety of play materials to all targeted children and households.
• Support in organizing events and training for parents, Care givers, and Community leaders.
• Manage and account for project funds in compliance with ChildFund’s standards.
• Mobilize and sensitize parents and community members to participate in ECD, child protection and livelihood project interventions at homes, at community level, and at early learning centers.
• Coordinate with key actors in the district and refugee settlement and enhance a strong network of ECD actors.
• Any other role as delegated by the supervisor.
Required Competencies

• A minimum of 2 years of professional experience implementing ECD activities in either humanitarian and development contexts.
• Experience managing high-quality donor funded project(s).
• Experience working on humanitarian projects.
• Good communication and interpersonal skills with ability to network and negotiate with partners and government bodies.
• Strong facilitation and capacity building skills
• Willingness to immerse into the Palorinya refugee settlement and regularly travel across the project sites.
• Ability to ride motorcycles while conducting field activities.
• Demonstrable experience in delivering interventions in humanitarian settings
• Clear knowledge and understanding of Sphere standards and HAAP (Humanitarian Accountability to the Affected persons)
• Ability to work in a multi-cultural/ethnic communities.
