Applicants should be Ugandans holding an Honors Bachelor’s Degree in Public Policy and Management; or Social Sciences majoring in any of the following subjects: Sociology, Social Administration, Economics, Political Science and Public Administration; with a paper in Policy Analysis and Planning; or Economics; or Development Studies with a paper in Policy Analysis and Planning from a recognized University / Institution plus a Masters Degree in Public Policy; or Economic Policy and Planning; or Economic Policy Management from a recognized University / Institution.

Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at the level of Principal Policy Analyst in Government or equivalent level in a reputable organization

Duties
The incumbent will be responsible to the Commissioner Education Policy and Research for performing the following duties:-
• Providing overall leadership to the Policy Implementation Support function and Division under the Department;
• Coordinating the development of strategic plans of the Policy Implementation Support Division in line with the Department’s strategic goals, objectives and priorities;
• Presenting and defending resource requirements needed to carry out the annual work-plans of the Policy Implementation Support Division;
• Developing the framework for coordinating and harmonizing policy dissemination across line Ministries, Departments and Agencies and Local Governments to ensure extensive awareness of the education and sports policies before and during implementation;
• Providing technical guidance and learning opportunities to all stakeholders by interpreting the policy designs (elements of the policy being implemented) – the way policies are framed, the policy logic (goals, targets and causal theory) between the policy problem and the proposed actions and the feasibility of various education and sports policies in line with the policy goals;
• Coordinate the sensitization and awareness sessions on the various policy standards, guidelines and procedures to the different stakeholders for the effective implementation of the various education and sports sector policies at all levels;
• Coordinating the multidirectional education and sports policy implementation processes entailing continuous interaction between the policy makers, the public, and implementers –such as administrations at different levels, independent organizations and those working in education institutions (principals, teachers, etc.);
• Identifying stakeholders (the characteristics of the actors and the interactions with other determinants); monitoring their belief systems, interests and motivations; identifying their capacity; and their responses and reactions and relevant gaps since education and sports policies are implemented by people, making them central to the implementation process, and advise the relevant authorities for appropriate action;
• Monitoring a wide range of education and sports policy issues during implementation such as those targeting equity, the overall quality of learning outcomes and school and learning environments, or the capacity of the system to prepare students for the future, funding, effective governance or evaluation and assessment mechanisms, among others;
• Identifying all contextual features; “local” and “external”; “inner” and “outer” or (formal – Constitutions, laws, rules, conventions, and informal – for instance; norms or habits, teachers’ pedagogical practices and collaborative methods, and principals’ managerial techniques) determinants or constraints in the environment in which education and sports policy implementation unfolds: the institutional settings, existing policies and the events originated outside of, but connected to, the implementing system, and advise the relevant authorities for appropriate action;
• Identifying the possibility of policy misalignment where two or more policies appear to contradict or misalign with each other and advise the relevant authorities on the available policy complementarities for appropriate action by the policy makers;
• Identifying and monitoring societal trends, shocks and events that may have repercussions on education and sports sector policies, be they of political, social, economic, or demographic nature and advise on their effects and recommend policy solutions to the actors’ strategies as well as effective policy implementation;
• Monitoring the implementation strategy of policies by focusing on six elements of the implementation plan namely: task allocation and accountability mechanisms, focus on policy objectives and the chosen policy tools for implementation, the resources (funding, technology and knowledge available to the actors, as well as their capacity to use them) committed to implementation, the timing of policy interventions, and the communication and engagement strategy with education stakeholders;
• Building staff capacity to oversee the implementation of the monitoring plan, emphasizing the importance of choosing indicators/data that give a full picture of programmes, timely data collection, and timely integration of monitoring data into programme planning;
• Supervising activities of Principal Policy Analysts in the Support Division;
• Develop sensitization and educational programmes on Policy Implementation Support;
• Any other duties as assigned from time to time.
