Proposal Summary: 

The purpose of the Strengthening Systems and Public Accountability (SSPA) Activity is to improve service delivery through strengthened accountability, deepened public participation and oversight, and reduced corruption within Uganda’s public service sectors. This will be achieved by improving leadership and accountability for results, strengthening the standards, reward and sanctions systems for public officials, challenging the norms, attitudes and behaviors that fuel corruption, and support citizen engagement to demand better services. The three main objectives of the Program are: i) Increased citizen voice, coalition building, and engagement with government to reduce corruption; ii) Key systems and standards enhanced in anti-corruption and accountability institutions at the national and sub-national level to combat corruption; and iii) Strengthened accountability processes within specific service delivery sectors, in particular natural resource governance in refugee districts and wildlife crime related corruption. The project is expected to begin October 2020.

Position Summary:

MSI is seeking a local Anti-Corruption Advisor for the upcoming SSPA activity in Uganda. This person will lead the second objective: Key systems and standards enhanced in anti-corruption and accountability institutions at the national and sub-national level to combat corruption.

Responsibilities:

  • Provide technical leadership and support to design and implement project activities to enhance the government’s institutional accountability and capability to deter corruption at the national and sub-national levels.
  • Engage with government managers in developing and implementing anti-corruption and accountability policies and mechanisms, and monitoring government performance.
  • Develop, in collaboration with stakeholders, strategies to enhance government communications on anti-corruption reforms.
  • Conduct training workshops to build the capacity of government staff in anti-corruption and accountability mechanisms
  • Contribute and assist with the preparation of technical reports and deliverables and other reports/deliverables, as requested by the Chief of Party or USAID.

Qualifications:

  • Bachelor’s degree in public administration, public policy, economics, law or a related field. Master’s degree preferred.
  • At least five (5) years’ experience working in designing, implementing and monitoring anti-corruption initiatives.
  • Demonstrated knowledge and experience in implementing effective accountability, transparency, public oversight, and anti-corruption activities.
  • Demonstrated successful experience in establishing strong working relationships among governmental and non-governmental institutions.
  • Strong analytical and communication skills, including ability to engage stakeholder in dialogue, lead formal meetings, design and conduct training, and produce high quality practical analytical reports and knowledge products.
  • Familiarity with the Uganda anti-corruption reform agenda and leading anti-corruption agencies.
  • Knowledge of and prior experience working on USAID-funded activities strongly preferred.
  • Fluency in English with excellent written and oral communications skills required, with proficiency in Swahili or Luganda preferred.
