About Organisation:

The German Ministry for Economic Cooperation and Development (BMZ) has commissioned the Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) with implementing the “Strengthening Good Governance in Sudan” Programme. This intervention aims to strengthen Sudanese civil society actors in their efforts to contribute to peaceful and inclusive development in Sudan.

The programme comprises four areas of intervention, namely 1) enable Sudanese civil society actors to continue their work outside and inside of Sudan, 2) supporting Sudanese citizens to engage in inclusive activities strengthening peace and social cohesion, 3) to connect Sudanese civil society and to elevate their voices as well as 4) to support adaptive and context-sensitive implementation.

Within intervention area 2, the “Strengthening Good Governance in Sudan” Programme will set up the Small Grants Fund with the aim to finance selected project ideas working towards a peaceful and inclusive development in Sudan. A Call for Proposal will be launched in autumn 2025 to support small- to mid-sized Sudanese civil society organisations (CSOs).

 

Job Summary: GIZ Uganda is recruiting an Advisor for Grants Management to support the implementation of its programmes with a focus on intervention area 2.

The Advisor for Grants Management will be responsible for:

  • Support the preparation and implementation of a Call for Proposals for Sudanese CSOs
  • Advise Sudanese civil society organisations regarding the design and implementation of projects in the framework of the Small Grants Fund
  • Support with monitoring and evaluating the projects financed through the Small Grants Fund, contributing to the programme-wide M&E system

Key Duties and Responsibilities: The Advisor for Grants Management performs the following tasks:

Support the preparation and implementation of a Call for Proposals for Sudanese CSOs

  • Coordinate the application process of the Small Grants Fund, including providing guidance to applicants on general requirements and managing the grants platform.
  • Accompany and trouble-shoot the launch of the Call for Proposals (in English, partly in Arabic).
  • Facilitate orientation sessions and help replying to technical questions in English and Arabic.
  • Participate in the shortlisting and final selection of partner projects supported by the Small Grants Fund.
  • Oversee the documentation of project proposal shortlisting and selection.
  • Participate in drafting a lessons-learnt document after the completion of the Call for Proposals.

Advise Sudanese civil society organisations regarding the design and implementation of projects in the framework of the Small Grants Fund

  • Advise and support shortlisted Sudanese CSOs with designing and drafting their project proposal.
  • Provide regular backstopping and technical support to project partners financed through the Small Grants Fund.
  • Evaluate narrative reports and conduct mid-term review sessions to identify success stories, address challenges and discuss potential adaptation needs.

Support with monitoring and evaluating the projects financed through the Small Grants Fund, contributing to the programme-wide M&E system

  • Support the monitoring and evaluation of partner projects financed through the Small Grants Fund in close coordination with the programme’s M&E Officer
  • Advise the project partners on how to use the digital grant management platform to submit M&E-related information and data
  • Contribute to the programme-wide M&E work as well as to the narrative progress reports addressed at the programme’s commissioning party.
  • Support in the collection, consolidation, and quality assurance of M&E data submitted by partner organizations
  • Ensuring smooth project implementation, including project development, planning and management, budget development and monitoring, monitoring and evaluation, reporting.

Other Duties/Additional Tasks

  • Perform other duties and tasks at the request of management.

Qualifications, Skills and Experience:

  • Bachelor’s degree in Law, Political Science, Social Science, Development Studies.

Details of experience

  • 5 years of professional experience in similar field.
  • Proven experience with monitoring and evaluation processes in the development sector
  • Experience with Call for Proposals and digital grant management platforms is an asset.
  • Experience in working in multicultural and decentral teams.

Knowledge, skills and competences

  • Proficiency in English; excellent command of Arabic
  • Proven knowledge of Sudan and its civil society.
  • Proficiency in Microsoft 365 applications, especially real-time collaboration and messaging.
