Addendum to the Bidding Document for Supply, Installation, Testing and Commissioning of Lenel Access Control Servers for ISS - BOU/SUPLS/24-25/00171/C

Reference is made to the advertisements that were made in The Monitor of April 15, 2025 and The New Vision of April 17, 2025 for the above tender.

This is to inform all interested bidders that:

1. 1. Bank of Uganda has issued an Addendum and Responses to Requests for Clarification to the Bidding Document for the above tender.
   2. The Addendum and Responses to Requests for clarification are available online under the Procurement tab on the Bank of Uganda website at www.bou.or.ug.
   3. All subsequent correspondences on this tender shall be posted to the Bank of Uganda website. Bidders are encouraged to regularly check the website for any updates.
   4. The deadline for bid submission has been extended to May 14, 2025 at 11:00am EAT.
   5. All the other requirements in the Bidding Document remain unchanged.

Expanded Job Description:
The Supply, Installation, Testing and Commissioning of Lenel Access Control Servers project aims to enhance the Bank of Uganda's Integrated Security Systems (ISS) with the following key components:

• Scope of Work:
  • Supply of Lenel Onguard access control servers with latest firmware
  • Installation and integration with existing security infrastructure
  • Testing and commissioning of the complete system
  • Provision of 3-year maintenance support
• Technical Requirements:
  • Servers must support minimum 500 access points with capacity for expansion
  • Must integrate with existing CCTV, alarm systems, and biometric devices
  • Compliance with ISO 27001 security standards
  • 24/7 remote monitoring capability
    • Certified Lenel Premier Partner status required
    • Minimum 5 years experience in similar installations for financial institutions
    • Local technical support team in Uganda
    • Proof of successful implementations in East Africa

Vendor Qualifications:

• Project Timeline:
  • 45 days for delivery after contract award
  • 30 days for installation and commissioning
  • 7-day intensive staff training program
• Security Requirements:
  • All personnel working on installation must pass Bank of Uganda security clearance
  • Full documentation of system architecture and backup procedures
  • Disaster recovery plan submission
