JOB DETAILS: ActionAid International Uganda (AAIU) is a Ugandan national development organization, affiliated with ActionAid International- a global federation of independent members and national programs working in 47 countries across Africa, Asia, Europe, and the Americas for a just and sustainable world . We have worked in Uganda since 1982. In Uganda, we have a physical presence in 15 districts, in addition to collaborative work with our partners, reaching out to 39 districts, with a deliberate focus on districts where the poor and vulnerable persons are concentrated. About the Citizens' Action Against Corruption Activity: The high levels of corruption, permeating all sectors of Ugandan society is driven by growing impunity, citizen apathy and permissive social norms that promote, facilitate, and even justify corruption. While Uganda has the basic policies and institutional framework necessary to address corruption in place, the efforts have neither stopped, nor reduced the leakage of public resources, or enjoyed the confidence of majority of citizens. A multipronged approach of strengthening accountability systems, as well as strengthening citizens action against corruption, as well as promoting positive norms is needed to make sustainable impact in the fight against corruption. Citizens' Action Against Corruption is conceived to empower citizens to lead the anti-corruption efforts and promote accountability. To this end, AAIU would like to announce vacancies for the following four (4) Key personnel positions on a USAID funded activity. Activity Finance Manager Job Summary: Under the authority and supervision of the Finance and Operations Manager and the Chief of Party of the Citizens' Action Against Corruption Activity. The Activity Finance Manager ensures that national legislation is adhered to, and that the Uganda specific standards, USG rules and regulations and AAIU policies are applied in ensuring efficient use of resources with a role to provide finance management support to the Citizens' Action Against Corruption Activity . The Activity Finance Manager will oversee Citizen Action Against Corruption Financial Management and supervise two project Finance and Administration Officers.
• Accounting and Finance: Under this function, the Activity Finance Manager will ensure compliance with USAID rules and regulations, AAIU Finance and Procedures Manual and other policies, and statutory obligations, ensure timely Preparation and submission annual and quarterly financial and accrual reports to USAID, manage cash and mobile disbursement to vendors, staff, and partners, Working closely with the Finance and Operations Manager, Liaise with internal and external auditors in the review of activity financial management and ensure timely and complete implementation of activity audit recommendations. manage project cashflow in line with Activity workplan and emergent activity financial needs, manage the designated activity bank account and ensure proper documentation and compliance of all transaction, manage all tax and other statutory deductions in accordance with Ugandan law and US government regulations, ensure funds advances are fully liquidated in accordance with AAIU policies.
• Budget & Audit Management: Lead annual work plan and budget development in close collaboration with the activity team and the AAIU Finance and Operations Manager, lead periodic financial reviews and undertake budget to actual variance analysis, in collaboration with the Chief of Party and AAIU Finance and Operations Manager, analyse emerging financial risks and implement risk mitigation plans, support sub-grantee capacity building for sub-grantees in USAID rules and regulations compliance
• Team leadership: Oversee the operations of the activity finance and procurement function including managing of staff performance, facilitate capacity building and mentorship for the Finance staff to increase the technical competence, ensure full compliance with AAIU/USAID financial, procurement, and other policies and procedures (advances, expense reports, travel policy, allowable versus unallowable costs, etc.), identify any gaps in the Finance and Procedures Manual in collaboration with the Chief of Party and AAIU Central Management Team, work closely with other project accountants within AAIU, and the Federation.
Minimum Qualifications: Education and Experience
• Bachelor’s degree in commerce, Accounting, Finance, or Business Administration
• Professional accounting training and certification of ACCA or CPA Uganda qualification
• Minimum of 8 years’ working experience in the accounting/finance field
• At least 5 years of experience working for a USAID project.
• Master’s degree in financial management is an added advantage
• Demonstrate attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
• Strong oral/written communication skills and ability to communicate at multiple levels in the organization.
• Excellent financial and analytical skills, for accurate and timely reporting
• Ability to monitor and evaluate financial and monitoring skills of grantees through capacity-building efforts.
• Familiarity with the aid system and understanding of donor and governmental requirements.
• Demonstrate success managing and leading technical and administrative teams.
• Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
• Strong oral and written communication skills and ability to coordinate activities with officials from host country government, US Government, NGOs, and other agencies.
• Strong computer skills: Microsoft Office Applications, and computer-based accounting systems (SUN System 6.3)
• Willingness to travel to the field offices when required.
