  1. INTRODUCTION

 

The Government of Uganda has received a credit from the International Development Association (IDA) towards the cost of the Agriculture Cluster Development Project (ACDP). The project is designed to: (a) raise both productivity and overall production of maize, beans, cassava, rice and coffee in 12 selected high potential agricultural areas in Uganda termed “clusters;” and (b) improve the effectiveness of the marketing chains for these commodities.

The activities and investments to be supported under the project are organised into four components.

  • Support for Intensification of On-Farm Production of five priority commodities (maize, cassava, beans, rice, and coffee).
  • Value addition and Market access.
  • Policy, Regulatory and Institutional support.
  • Coordination and Management, ICT platform.

Considering the requirements for a strengthened ACDP coordination and implementation, a Project Coordination Unit (PCU) is to be maintained in MAAIF under the office of the Permanent Secretary (PS) to coordinate implementation of ACDP. Financial management plays a vital role in satisfactorily implementing all the required components as planned within the budget. Accordingly, the Ministry seeks to utilize part of the IDA Credit to recruit a qualified and experienced Grants Officer as part of the PCU Team

 

Job Purpose: The objective of this assignment is to support the project in guiding timely implementation of grants activities.

 

Duties and Responsibilities

  1. Develop a grants manual to guide the management and implementation of the matching grants to farmer organizations
  2. Develop and setting up a system and institutional framework for the management of the matching grants.
  3. Conduct sensitization sessions on Matching Grant and guide on various aspects of training/capacity building
  4. Undertake supervision, monitoring and evaluation of matching grants scheme by FOs and the implementing teams
  5. Implement approaches and strategies that enable women’s and youth’s participation in activities, developed under this TA
  6. Train district local governments in various areas and capacities (as per curriculum) to enhance FOs effective participation in matching grants activities.
  7. Be the first line of contact for equipping potential and actual grantees on all matters concerning Matching Grants eligibility criteria and operational procedures among others
  8. Review proposals submitted by FOs and ensure that all are well documented and filed, including preparation of all necessary documentation to enable submission to the MAAIF Project technical team;
  9. In close collaboration with the component Manager, prepare quarterly progress reports on the financial and physical implemented
  10. Perform other relevant duties as required by the Grants Manager

Qualification and Experience of the Grants Officer:

  • Masters’ Degree in business administration, Agricultural economics, Entrepreneurship, Project planning and management, finance, economics or related fields
  • Bachelor’s Degree in Accounting, Business administration, Economics, Agricultural economics,
  • At least 3 years’ experience in grants design and administration, management and oversight
  • Previous experience working as a Grants officer or in similar capacity
  • Possess the ability to work in a fast-paced environment and deliver results on tight deadlines.
  • Demonstrated leadership, integrity, versatility and clean record.

REPORTING OBLIGATIONS AND PERFORMANCE INDICATORS

The Consultant will report to:

  1. For overall supervision – to Project Coordinator
  2. for day to day technical matters under the Contract –Grant Manager

The Consultant’s performance indicators are:

 

  • Key Performance Indicators

 

  1. Grants manual developed.
  2. Grants management system and framework developed

III.     Stakeholders sensitized on matching grants.

  1. Matching grants scheme by FOs monitored and evaluated.
  2. Approaches and strategies that enable women and youth participation developed.
  3. District Local governments trained for proper participation in matching grant. activities.

VII.    Technical guidance on matching grant management provided to grantees.

VIII.   Proposals reviewed and necessary documentation prepared and submitted to MAAIF project technical team.

  1. Quarterly progress reports prepared.
