Our work spans the Africa continent with a growing presence in South Asia.Project DescriptionThe purpose of the recently awarded USAID Sri Lanka & Maldives Ocean Plastic Reduction (Ocean Plastics Reduction) Activity is to minimize ocean plastics pollution in Sri Lanka and the Maldives by reducing reliance on plastic products while improving integrated solid waste management (SWM) practices. The project will provide programming to both Sri Lanka and the Maldives.Position DescriptionRTI is seeking an Accountant, Maldives for the recently awarded USAID Sri Lanka & Maldives Ocean Plastics Reduction Activity. The Accountant, Maldives will be responsible for a ssisting the Operations and Finance Director in the administration and oversight of program funds in coordination with RTI and USAID guidelines within Maldives.This position will be based in Malé, Maldives, and report to the Operations and Finance Director.Responsibilities

  • Maintains local accounts on the QuickBooks computerized accounting system; enters and codes all transactions in QuickBooks and pay off the Pension contributions and payroll taxes on a timely manner.
  • In coordination with human resources, processes monthly payroll to personnel in Maldives.
  • Initiates all checks and other payments to vendors.
  • Estimates monthly cash needs and prepares the request for wire transfers from RTI headquarters.
  • Maintains financial management files of backup documentation for all local transactions as required by USAID regulations and RTI policies, including files for subcontracts with local technical assistance partners (LTAPs) and ensures audit trail for all necessary subcontract documentation.
  • Ensure that the closing of monthly accounts is done on a timely manner in compliance with RTIs schedule
  • Maintains local audit file, including filing of general ledger journal vouchers, accounts payable documentation, and other miscellaneous financial filings.
  • Identifies potential accounting discrepancies and works with the Operations and Finance Director to effectively research, track and resolve these issues.
  • Monitors project the Maldives budget to ensure project expenditures versus milestones and reimbursements.
  • Coordinates with necessary technical and operational team members, to compile project financial reports.
  • Track GST in QuickBooks, provide data for annual report to the client, prepare GST forecasts on a semiannual basis and submit for GST reimbursements.
  • Assist in the preparation of quarterly accruals report.
  • Manage the bank accounts in Maldives and complete the bank account reconciliations.
  • Responsible to send the QuickBooks preliminary & final extract and to perform monthly reconciliation and reconciliation report submission to Home Office. Monitor, track, and report on use of project income in Maldives.
  • Conducts other general accounting duties, as assigned.

Qualifications

  • Bachelor's Degree and 3 years of experience, Master's degree and 1 year of experience, or equivalent combination of education and experience.
  • Professional Accounting Designation (CPA, ACCA), or significant progress toward obtainment of designation preferred.
  • Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, accounting transactions, budgeting, reporting, and ensuring compliance of internal control systems.
  • Knowledge of accepted accounting practices and principles.
  • Significant experience using QuickBooks highly desirable.
  • Advanced working knowledge of Excel and strong database skills.
  • Strong financial acumen and analytical ability.
  • Detail oriented, organized, and able to meet tight deadlines.
  • Prior experience with USAID-funded programs preferred.
  • Proven ability to work under pressure, and with multiple concurrent demands.
  • Fluency in English and Sinhala or Tamil required.
