Mission and objectives

The International Organization for Migration (IOM) was established in 1951, and its mission is to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need. IOM is committed to the principle that humane and orderly migration benefits both migrants and society in general. As the United Nations Migration Agency, IOM works with its partners to assist in meeting the growing operational challenges of migration, advance understanding of migration issues, encourage social and  economic development through migration, and uphold the wellbeing and human rights of migrants. The IOM constitution gives explicit recognition to the link between migration and economic, social and cultural development, as well as to the principle of freedom of movement of persons. IOM has 174 Member States, eight countries holding Observer Status, and offices in more than 100 countries.

Uganda became a member state of IOM in 1984, and the IOM Uganda office was opened in 1988. Its decades of operation in the country have been characterized by rapid growth of staff and scope of work – in light of aiding humane and orderly migration, sphere of influence, partnership networks and impact on various migration and mobility dimensions in the country. IOM Uganda emphasizes its extensive experience in empowering governments and communities to prevent, detect and respond to  health threats along the mobility continuum, while advocating for migrant-inclusive approaches that minimize stigma and discrimination.

Context

Under the overall supervision of the Programme Coordinator for  Health Promotions, the successful candidate will provide support in the coordination of IOM Uganda’s border health mobility response in the context of the ongoing Ebola outbreak.

Task description

  • Monitor and report Key Performance Indicators(KPIs): consolidate and submit daily KPI reports from IOM supported Points of Entry (PoEs) in the West Nile (e.g., number of screenings, new alerts reported, referrals, contact tracing metrics).
  • Site assessments and supervision: conduct regular site assessments and supportive supervision of PoE screening teams and Community-Based Disease Surveillance activities(CBDS) :produce short supervisory reports with actionable recommendations.
  • Coordination & representation: proactively attend district taskforce and Emergency Operations Centre (EOC) meetings; represent IOM in cross-border coordination forums and relay outcomes to IOM management.
  • Cross border engagement: support and participate in trilateral cross border meetings; help harmonize Standard Operating Procedures(SOPs), designate focal points, and operationalize agreed actions.
  • Capacity strengthening: support on the job mentoring for MoH screeners, data clerks, VHTs and district teams on screening protocols, locator forms and reporting workflows.
  • Logistics & surge support liaison: identify operational gaps (equipment, fuel, ambulances) and coordinate requests with IOM logistics/procurement to support rapid resolution.
  • Perform other duties as may be assigned.

Required education level

Bachelor's degree in nursing, medicine, health sciences, community or public health or a related field from an accredited academic institution with two years of relevant professional experience

Skills and experience

  • Demonstrated experience in emergency response and coordination, including staff supervision, design and delivery of humanitarian health assistance in complex environments, including planning, implementation and analysis of technical health interventions and resource mobilization;
  • Knowledge of structures and functions of national and international health agencies and donors;
  • Familiarity with the health sector in the region and/or other similar resources-limited contexts is an advantage;
  • Programmatic field experience in a humanitarian and/or public  health emergency is desirable.
  • Proven capacity and vision to develop and implement programmes in the area of migration and health.
  • Knowledge of monitoring and evaluation, and excellent written  communication skills (for example, through extensive experience in writing reports).
  • Excellent  communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.
