WORK LOCATION: Kampala, Uganda 

PROJECT DURATION: 24 MONTHS WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM

The position functions as the Electrical Engineer, providing OBO a full range of critical engineering and construction quality assurance and management and technical oversight of the Kampala, Uganda project. The incumbent is responsible for performing technical inspections of electrical work, monitoring the contractor's quality control program, and reviewing project drawings and specifications to ensure compliance. An Electrical Engineering degree from an accredited University is required for this position. Candidate must have experience with building construction related to onsite power distribution for large buildings, transformers, switch gear, utility poles and lines, electrical panel boards, branch circuiting, lighting, and demolition is required.

  • Ensuring that the contractor is performing the required contract work in accordance with the design documents
  • Reading design/construction drawings and understanding design narratives and calculations
  • Reviewing engineering shop drawings and determining if the contractor has complied with the final design parameters
  • Observing onsite construction and determining if construction elements are being installed, formed, and executed properly, performing quality assurance tasks, ensuring contractor's work is properly inspected and corrective actions take place, ensuring materials meet contract, reviewing contractor submittals for compliance with contract requirements, and resolving conflicts
  • Monitoring the construction contractor’s quality assurance and safety program, observing onsite construction and determining if construction elements are being installed, formed, and executed properly
  • Monitoring construction progress vis-à-vis the project schedule and submit weekly progress reports with recommendations based on the technical review of project documents and field inspections
  • Performing technical inspections of the electrical elements of the project, including a general working knowledge of telecommuting systems and technical security systems
  • Understanding and interperting drawings in his/her discipline and have a basic understanding of the principals of his/her engineering discipline and how it fits in with other engineering disciplines
  • Reviewing shop drawings and submittals from the contractor and determining if coordination with other disciplines are necessary in addition to monitoring on-going construction work to identify problems or non-compliance with design or contract specifications
  • Preparing construction reports detailing construction progress and identifying any problem with the construction process related to the incumbent’s area of expertise, after problems are discovered, evaluating contractor’s proposed remedy
  • Formulating solutions for the Project Director/Construction Manager, work on the Kampala, Uganda Project site construction will be performed to U.S. standards; the incumbent should have current working knowledge of acceptable products and procedures
  • Reviewing design documents (drawings and specifications) that the A/E prepares as well as perform quality assurance for the construction project in his/her technical area of expertise

Requirements

  • An electrical engineering degree from an accredited program and a minimum of seven years of experience required on construction projects of similar scope and dollar value to the project supported by this Task Order
    • Design office experience shall not count toward an employee’s experience
    • A Professional Engineering license (PE) is acceptable in lieu of a degree
    • Overseas experience is preferred
  • Professional registration and experience in Design-Build is preferred
  • Knowledge of International Codes required
  • Experience in conducting three phase construction inspections, quality assurance for ongoing construction project
  • Experience in reviewing and commenting on contractor design, construction, and administrative submittals
  • Experience in assessing and responding to Requests for Information (RFI) for questions related to engineering and construction
  • Knowledge of project execution schedules and reviewing contractor invoices for work completed
  • Experience in proposing submittal substitutions with engineering implications; makes recommendations to the Project Director
  • Experience in developing Independent Government Estimates (IGEs) for modifications and change orders, related to discipline
  • Experience in Reviewing and evaluating design calculations and data from an engineering perspective during the construction phase
  • Experience in preparing Monthly Progress Reports and attends meetings summarizing project status, with emphasis on engineering
  • Knowledge of Construction Safety regulations, i.e. EM 385-1-1, OSHA, etc.
  • Knowledge of AutoCAD and Microsoft Suite, i.e., PowerPoint, Excel, and Word required
  • Other related duties as assigned by the Project Director
