THE OPPORTUNITY
STIR is seeking to select a Program Lead in Uganda. Based in Kampala, the Programme Lead will report to the Senior Manager-Programme Delivery. A significant amount of travel is required as part of the role. They will be responsible for: -
Roles and responsibilities
ACT AS THE 'CHIEF ADVOCATE’ FOR TEACHER INTRINSIC MOTIVATION IN YOUR REGIONS
Take real ownership for leading change in your Regions and Districts
Align District Education Leadership, Regional DES, UNATU and ASSHU officials around the importance of teacher motivation and improved classroom practice at secondary schools in your regions.
Write stories and equip others to write and tell stories that highlight the possibility of change
Write excellent work reports that succinctly capture the key information for all stakeholders and enables the entire STIR team to have effective programme performance, learning and decision-making.
BUILD STRONG, PURPOSEFUL RELATIONSHIPS WITH REGION, DISTRICTS, UNATU, DES AND ASSHU OFFICIALS
- Develop a clear shared purpose with the officials with whom you are working at the secondary level.
- Identify and gain the trust of influential officials such that the relationship is open and focused on improving motivation and learning.
- Use progress and impact data to build momentum towards increased teacher and government official intrinsic motivation and children’s learning across your Regions.
PLAN AND FACILITATE HIGH QUALITY TRAINING AND SUPPORT FOR REGIONS, DISTRICTS, UNATU, DES AND ASSHU OFFICIALS AND TEACHERS
Facilitate high quality learning experiences for officials in your Regions.
Work closely with Region and District leaders to create a tailored implementation plan for the programme in their Regions and Districts that aligns with existing training structures and resources.
Provide excellent coaching and follow-up support to Region and District officials in their implementation and adaptation of the model so that a leadership group within the Districts take full leadership for the programme.
BUILD STRONG NETWORKS AND A CULTURE OF OPENNESS AND LEARNING BETWEEN REGIONS, DISTRICTS, UNATU, DES AND ASSHU OFFICIALS ACROSS YOUR REGIONS.
Create opportunities for people to learn from each other in an open and reflective manner with colleagues from within and outside their District.
P Put real energy into enabling people to build relationships and feel connected to a broader, national programme.
Broker chances for stakeholders to share ideas and try out new ways of working as Region and District leaders of education

DATA MANAGEMENT AND REPORTING
Collect, organise, and maintain program data, ensuring its accuracy, integrity, and confidentiality.
Assist in data analysis and preparation of reports, including program progress reports, performance metrics, and outcomes.
Support monitoring and evaluation activities by coordinating data collection efforts and ensuring timely reporting of program indicators.
Work in conjunction with the Monitoring and Evaluation team to support program quality.

Experience And Academic Qualifications
University Degree in Education, social sciences and other humanities is a MUST. Additional post graduate diploma qualification in project planning, Education Management and other related subjects is an added advantage
Strong writing and communication skills.
Strong stakeholder management and influencing skills
Experience in engaging with district education officials, secondary School head teachers and teachers is a strong asset
3 to 5 years working in an NGO implementing Education programming is a strong asset
Strong delivery focus, 'can-do' attitude, growth mindset and ability to rapidly adapt
Knowledge and experience of building and nurturing local and regional government relationships and collaborating with wide variety of stakeholders
Strong understanding of the education system in Uganda
Strong sense of ownership for every deliverable along with developed sense of integrity, humility and discretion
Strong personal impact with highly developed communication and influencing skills; ability to build strong relationships and connections with people of all levels of seniority
Excellent verbal and written communication skills in English
Experience of using data and evidence for improved program impact.
Remuneration And Benefits
A salary of UGX 5,741,528 per month (68,898,336 per annum) will be paid for your service subject to relevant taxes at source) along with Medical Insurance for yourself, spouse and up to two children.
