JOB DETAILS:
Job Summary;
The Monitoring, Evaluation, Accountability & Learning (MEAL) and Partnership Advisor will be responsible for designing, implementing, and managing the MEAL framework for the Local Coalition Accelerator (LCA) Uganda in addition to making available LCA Uganda data for partnership building. The Advisor will ensure that the coalition’s activities are effectively monitored, evaluated, and documented to inform learning and accountability, partnership building and resource mobilization, in line with the coalition’s objectives, donor requirements, and best practices. The MEAL and Partnership Advisor will work closely with coalition member organizations, partners and stakeholders to ensure data-driven decision-making, partnership building and continuous improvement of programs.

Key Responsibilities;
1. A) MEAL Framework Development and Implementation
• i) Develop and implement a comprehensive MEAL framework, including tools, indicators and data collection methods for the coalition’s programs.

• ii) Ensure alignment of MEAL activities with the Coalition’s Joint Action Plans, Strategic objectives and Advocacy strategy.
2. B) Data Collection, Analysis and Reporting
• i) Lead the collection, analysis and interpretation of quantitative and qualitative data from coalition members and partners.
• ii) Prepare timely and accurate reports on program performance for internal use and external stakeholders, including donors and government agencies.

• iii) Conduct regular field visits to monitor program implementation and verify data quality.
3. C) Capacity Strengthening and Technical Support
• i) Train and support coalition members and partners on MEAL tools, data collection methods and reporting requirements.
• ii) Foster a culture of learning and accountability by facilitating regular reflection and learning sessions with coalition members.

• iii) Provide technical support to coalition members to ensure compliance with MEAL standards and best practices.
4. D) Performance Monitoring, Evaluation, Accountability & Learning
• i) Track and report on key performance indicators (KPIs) for the coalition’s programs, including education, livelihoods, health and violence prevention i.e using Digital Data Collection Tools, FGDs and One on One Interviews.
• ii) Identify and document lessons learned, best practices and success stories for knowledge sharing and program improvement.
5. E) Stakeholder Engagement and Resource Mobilization
• i) Collaborate with the key stakeholders, state and non-state actors to align LCA Strategies with broader humanitarian and development goals.
• ii) Represent the coalition in strategic foras while utilizing the opportunity to mobilize resources for the coalition.
• iii) Work closely with the LCA-Uganda Member Organizations to ensure alignment of M&E aspirations and strategies to inform strategic decision-making.
6. F) Digital Accountability and Innovation
• i) Utilize digital platforms like Relay to enhance community accountability, feedback mechanisms and real-time monitoring.
• ii) Explore innovative M&E approaches, including the use of technology for data collection and analysis.
• iii) And any other tasks assigned.

Qualifications And Experience;
i) Education
• A Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field. A Master’s degree is an added advantage.
ii) Experience
• – At least 3-5 years of experience in monitoring and evaluation, preferably in the development or humanitarian sector.
• – Proven experience in designing and implementing M&E frameworks for multi-sectoral programs.
• – Experience working with coalitions, networks, or consortia is highly desirable.
iii) Skills and Competencies
• – Strong analytical skills with the ability to collect, analyze and interpret complex data.
• – Proficiency in M&E software and tools (e.g., Excel, SPSS, STATA, KOBO Toolbox, etc.).
• – Excellent report writing and presentation skills.
• – Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.

• – Knowledge of digital accountability platforms and innovative M&E approaches.
• – Ability to work independently and as part of a team in a fast-paced environment.
iv) Key Performance Indicators (KPIs)
• – Timely and accurate submission of MEAL reports.
• – Quality and reliability of data collected and analyzed.
• – Effective capacity building and support provided to coalition members.
• – Demonstrated impact of coalition programs through evaluation findings.
• – Successful integration of digital tools for community accountability.
