Job Summary
The WASH Officer will take a lead role in the implementation of the ENABEL-funded project, focusing on managing activities related to the digital solution "Tap and Track" and the “Token Tap for Hand Pumps” developed by PRACTICA. The officer will coordinate project activities, manage stakeholder engagement, oversee data collection, and monitor the progress of the project to ensure its objectives are met. The officer will also ensure the alignment of the innovations to local needs and work on the overall integration and sustainability of the system

Job Functions:
• Project Coordination & Stakeholder Engagement
o Coordinate and facilitate communication between key stakeholders, including Umbrella Authorities of Water & Sanitation, Area Service Providers (ASPs), the district leaders and other partners.
o Organize and manage regular meetings with stakeholders to discuss progress, challenges, and required actions.

o Act as the primary point of contact for all innovation related activities and updates within the project.
• Monitoring & Data Management
o Ensure accurate and timely data collection through the Tap and Track system, which includes asset and repair entries, water sales, expenditures, and maintenance scheduling.
o Collaborate with the digital solution team to tailor the features of the app to the needs of the target groups

o Oversee data entry and provide regular analysis to track the status of water systems and identify potential issues in advance.
• Training & Capacity Building
o Support the training and capacity building of on-site caretakers and decision-makers on the use of the Tap and Track app and the web dashboard.
o Facilitate workshops and training sessions to ensure proper usage of the system, emphasizing the importance of preventive maintenance and data-driven decision-making.
• Monitoring of Project Progress
o Regularly assess the implementation of project activities against agreed-upon timelines, objectives, and key performance indicators (KPIs).
o Ensure that the project's scope and objectives are being met efficiently, and that all aspects of the project contribute to the overarching goal of sustainable access to safe drinking water.
• Reporting & Documentation
o Prepare and submit regular progress reports, including data analytics, system performance, and challenges encountered during the implementation phase.
o Maintain accurate records of meetings, training sessions, and field activities, ensuring proper documentation for future reference and reporting purposes.
• Sustainability & Resilience Building
o Promote and integrate practices for improving the resilience of water infrastructure, in alignment with climate change mitigation and the project's green operations goals.
o Contribute to the development of strategies for the long-term sustainability of the water systems supported by the project.

Essential criteria:
• Bachelor’s degree in environmental science, Water Engineering, Public Health, community development or a related field.
• At least 3 years of experience working in the WASH sector, with a focus on rural water systems and/or coordination and community engagement, the use of digital tools for water management.

• Proven experience in project coordination, stakeholder engagement, and monitoring and evaluation of WASH projects.
• Experience with data management, mobile applications, and web-based monitoring systems is highly desirable.

• Knowledge of water asset management, preventive maintenance, and climate resilience in the WASH sector.
• Excellent communication, organizational, and interpersonal skills.
• Strong problem-solving skills and the ability to work independently and as part of a team.

• Possession of a riding permit (Class A) and ability to ride a motorcycle

Desirable criteria:
• Experience working with government agencies, service providers, and NGOs in Uganda or similar contexts.
• Familiarity with digital water management tools is a plus.

• Ability to analyze data and generate actionable insights for decision-making.
• Knowledge of local languages in Lusoga ,Luganda & Lugisu is an asset.
