JOB DETAILS:
Job Purpose
The Regional Finance Officer Serves as a primary support for the finance functions of Pathfinder regional offices. Ensures that office financial and administrative activities are managed according to Pathfinder and donor regulations and policies.
Overall, this role is to ensure the efficient and effective management of financial resources, maintain financial integrity, and contribute to the organization's strategic goals at the regional offices.
Key Performance Areas Major Activities / Responsibilities
Financial monitoring, reporting
• As a member of the operations team, ensure that PI financial and operations policies and procedures, as well as donor regulations are strictly adhered to in the region.
• Maintain on a daily basis records and documentation of all financial transactions in the region and other office transactions, ensuring that such transactions are properly coded and journal entries recorded in the Pathfinder accounting system after review and approval.
• Track and follow up on outstanding advances and ensure timely liquidation by regional staff.
• Reconcile advances at least monthly , including review of subgrantees’ accountabilities, milestone reimbursements and retirements, coding of expenses on the general ledger and enter into Pathfinder accounting system.
• Support mobile money payment system. Review Mobile Money request forms against Participant registrations / attendance forms, approved budgets and requests and all related support documents.
• Work with Finance Manager to prepare Month End financial reports as well as participate in the preparation of reports to donors
• Review cash books and ledgers, prepare bank reconciliation statements and other elements of the MOR.
• Prepare monthly bank account and balance sheet reconciliations and analysis for review by the Finance Manager·
• Play an advisory role to all parties involved in the procurement process ensuring that procurement is in accordance with procurement policy.
• Provide oversight to the use of the petty cash fund, including surprise petty cash counts.· Work with sub grantees/contractors to ensure adherence to donor, organizational and local policies and build capacity of local organizations to become successful and sustainable service providers.
• Prepares and follows up payment requests for goods and services in a timely manner in accordance with existing Pathfinder policies and guidelines. Maintains a database of vendors.
• Collaborate with the Finance Manager and Director Finance and Operations in the development and monitoring of budgets. Assist in forecasting financial trends, identifying variances, and providing analysis to support decision-making.
• Assist in coordinating internal and external audits, providing necessary documentation, and implementing audit recommendations.
• Support physical assets verification exercise
• Perform assigned duties effectively and in a timely manner and undertake any other duties as assigned by Supervisor.
Administration
• Provide efficient and effective administrative support to the Projects staff on administrative matters.
• Assist program staff with the preparation and execution of project evaluations and audits, including the review of partner audits.
• Support the coordination of workshops and events by verifying participant registration and contact details.
• Maintain and update the project equipment check-in/check-out system.
• Provide logistical support, such as coordinating arrangements for partners visiting the project.
• Perform other duties as assigned by the Finance and Administration Manager.·
• Travel and Logistics
• Provide project logistical support as and assist project staff with travel logistics as may be required.
• Maintain a system for signing project equipment in and out and ensure it is up-to-date.
• Provide other logistical support, including making arrangements for partners visiting the project.
• Undertake other duties from time to time as may be required by the Finance and Administration Director
Minimum Education and Work Experience
• Bachelor’s degree in finance and accounting management is required.
• Post-graduate Diploma in Financial management is an added advantage
• Membership of a reputable Professional Accountancy body such as ACCA, CIMA, CPA.
• At least five years of relevant experience in similar role with reputable organization, preferable INGO
• Strong experience with FCDO or USAID regulations and compliance requirements.

• Minimally Required Job-Specific Competencies:
• Financial Management: Strong financial expertise and familiarity in management and accounting practices.
• Accounting Systems: Sound practical knowledge of accounting systems and use of spreadsheets.
• Financial and Administrative Systems: Proven experience in the implementing and monitoring of financial and administrative controls in an NGO setting
• Budgets and Financial Reports: Proven experience in producing budgets and financial reports for use by management and donors.
• Auditing awareness (ISAs)
• Asset inventory management
• Reporting: Financial systems and records management & reporting.
Minimally Required Organizational Competencies:
• Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word, and Outlook.
• Organization culture: Proven experience of working in matrix organizations.
• Self-Leadership: Must be organized, dependable, results oriented and able to work independently and achieve results, with very minimal supervision
