About Organisation:

Gridworks is a development and investment platform founded and wholly owned by British International Investment (BII), the UK’s development finance institution and impact investor. Gridworks is developing the Amari Power Transmission project which consists of the upgrade of five substations in Uganda: Tororo, Mirama, Mbarara South and North and Nkenda. The construction phase of the project is expected to start in Q1 2025 for a duration of 36 months. To ensure successful implementation, Gridworks seeks to recruit a Resident Engineer who will oversee daily operations during construction and ensure compliance with project specifications and standards.

 

Job Summary:   The Resident Engineer will ensure the construction of the transmission line and substations meets the specified technical standards and quality. He/she will monitor and coordinate daily project activities to maintain project schedules. The Resident Engineer will provide technical guidance and support to the construction team. He/she will coordinate activities and provide liaison between the various in country stakeholders and Gridworks. The Resident Engineer will report in a Matrix Structure to the Project Director and the Technical Director, and in country to the Country Director.

Key Duties and Responsibilities:

Project Management and Coordination

  • Monitor construction activities to ensure compliance with design specifications, standards, and safety regulations.
  • Coordinate with and act as liaison between contractors, suppliers, and other stakeholders to ensure smooth project execution.
  • Attend site meetings to review progress, address issues or escalate where necessary and review plans for future activities.
  • Monitor work progress and milestones and review contractor’s payment invoices and progress reports
  • Ensure competent and adequate resources are available for the project
  • Coordinate project change requests

Stakeholder Engagement

  • Build and maintain relationships with UETCL, Ministry of Energy (“MEMD”), Ministry of Finance, the regulator ERA, NEMA, local communities, and project partners to ensure successful project development.
  • Be one of the Project Company’s representatives on the Project Steering/Facilitation Committee along with UETCL and other project partners and regularly report project status and key performance indicators to the Regulator, MEMD and financiers (lenders and shareholder).

Technical Oversight

  • Monitor Owner’s Engineer Design Approvals.
  • Monitor the quality of materials and workmanship to ensure they meet project requirements.
  • Conduct site inspections to verify compliance with technical standards.
  • Review commissioning test plans and witness all site acceptance testing.

Budgetary Oversight

  • Monitor the construction budget and contractors’ invoices in line with progress reports

Reporting and Documentation

  • Prepare and submit weekly, and monthly progress reports to the Project Director.
  • Document any changes or deviations from the original project plan and coordinate delivery of the necessary approvals.
  • Ensure all test certificates and as-builts are submitted and snag-list closed out.

Problem Solving and Issue Resolution

  • Identify potential problems or risks and develop mitigation strategies.
  • Help resolve technical issues (and escalate if necessary) that arise during construction in a timely manner.
  • Liaise with design engineers to address any design-related queries or modifications.

Compliance and Safety

  • Monitor compliance with health, safety, and environmental regulations.
  • Monitor quality control measures and report adherence to quality assurance plans.
Qualifications, Skills and Experience:
  • Bachelor’s degree in electrical engineering, Civil Engineering, or related field.

Details of experience

  • Minimum of 7 years of experience in construction and supervision of power transmission or distribution projects.

Knowledge, skills and competences

  • Demonstrate In-depth knowledge of high-voltage transmission line and substation design, construction, and commissioning.
  • Strong understanding of project management principles and practices.
  • Excellent communication, coordination, and problem-solving skills.
  • Proficiency in project management software and tools.
