About the Organization
Medical Access Uganda Limited (MAUL) is a non-profit organization specializing in health supply chain management and technical assistance for the management of health commodities in Africa. Over the past 25 years, MAUL has been a leader in ensuring the timely and reliable availability of critical health products.

Overall Purpose of the Job
The Procurement and Supply Chain Advisor will provide technical leadership and guidance in implementing strategies to enhance the performance of supply chain projects. The role ensures quality, transparency, integrity, and compliance with both Private Sector and donor funding requirements.

Key Duties and Responsibilities
1. Procurement Leadership:

o Lead the development and monitoring of procurement plans and budgets.
o Ensure the alignment of procurement activities with organizational goals and donor requirements.
2. Health Product Management:
o Manage the procurement of health products in compliance with client requirements and standards such as US-FDA, WHO, and National Drug Authority guidelines.
3. Training and Monitoring:
o Guide procurement teams on compliance with procurement manuals and guidelines.
o Conduct training and provide support to ensure effective implementation.
4. System Oversight:
o Implement and oversee electronic procurement systems and reporting tools.

o Ensure the use of decentralized data management systems for updates and compliance.
5. Stakeholder Collaboration:
o Work with Ministry of Health officials, funding agencies, and third-party partners to develop and execute procurement strategies.
6. Quality Assurance:
o Implement quality assurance processes, including compliance with international standards and operating procedures.
7. Reporting:
o Prepare monthly, quarterly, and annual procurement and technical reports.

Qualifications and Key Competencies
1. Educational Background:
o Master’s degree in Business Administration, Supply Chain Management, Public Health, or related fields.
o Bachelor’s degree with at least 10 years of experience may be accepted in lieu of a master’s degree.
2. Experience:
o 8-10 years of relevant work experience in procurement with a reputable organization.
o Proven knowledge of procurement policies and systems such as USAID, WHO, and Global Fund guidelines.
3. Certifications:
o Professional qualifications in CIPS are an added advantage.
4. Skills:
o Strong leadership, analytical, and organizational skills.
o Excellent knowledge of e-procurement systems and quality assurance frameworks.
