JSI/WE is seeking a Logistics Officer for a five-year USAID funded Targeting the Learning Crisis (TLC) Activity in Uganda, which aims to create sustained, measurable improvements in development outcomes in Basic Education through Targeted Instruction for foundational skills, a learner-centric pedagogy that reorganizes math and reading instruction based on children’s actual learning levels, rather than on the prescribed grade-level syllabus. The Activity seeks to implement cost-effective, sustainable, and impactful programming, centered around Targeted Instruction pedagogy for P3-P5, Targeted Instruction and other evidence-based approaches for P1-P2, and evidence-based early childhood education for pre-primary years, in order to significantly improve math and reading learning outcomes for Ugandan primary students.

Reporting to the Regional Program Manager, the Logistics Officer is a full-time position based in Lira. S/he will assist with a variety of project operations as they relate to administration, procurement, and logistics.

Responsibilities

  • Work with the IT Manager to ensure office internet, photocopiers, printers, and all other IT equipment are working;
  • Work with the Procurement and Logistics Officer to obtain quotations for field procurements, follows up for POs and forwards invoices for processing.
  • Work with the procurement team to conduct supplier visits and verification of field-based service providers.
  • Carry out orientation for newly identified vendors on project procurement requirements
  • Follows up with the HR team on the issuance of staff ID cards, business cards, for new staff.
  • Work with the Drivers to ensure that all vehicles are safe and road-worthy and has proper on-board vehicle documentation for field activities.
  • Continuously track vehicle log-sheets; responsible for monthly compilation of fuel consumptions including coordination with the Procurement & Logistics Officer on the replenishment of the fuel cards.
  • Work with the Regional Program Manager on the weekly travel plan for the program team and share with the Procurement and Logistics Officer to ensure there is availability of vehicles for field operation at all times.
  • Ensure the regional office is maintained in a clean and useable and comfortable to users,
  • Maintain the office generator and keep record of all maintenance and repair records
  • Work with the Administration Assistant/Receptionist to ensure that the goods delivered in the regional office is properly managed; documented receipt, handling, storage, release, and reporting for possible replenishment.
  • Responsible for handling all couriers between the Regional Office and the Central in Kampala
  • Manage office filing system and handling official documents confidentially;
  • Supervise the Drivers and provide practical advice and guidance to ensure individual and team objectives are delivered
  • Ensure that in your line of duty, you are aware of child safeguarding principles and guidelines and apply it in your day-to-day roles as you interact with communities and children.
  • Ensure promotion of safe child practices and mitigation, prevention and reporting of violations of children to ensure compliance; and
  • Carry out other tasks as assigned by your supervisor or designee.

Qualifications

  • University degree in a relevant field, such as Procurement and Supplies Chain Management Business Administration and Management; or any other related field
  • At Least three (3) years of experience working in administration, procurement and/or logistics, preferably with international projects;
  • University degree in a relevant field, such as administration, procurement, logistics or business management;
  • Relevant experience with USAID-funded programs and knowledge of USAID rules, and regulations and past experience with international development sector strongly desired;
  • Excellent skills in Microsoft Word, Excel;
  • Good communications and interpersonal skills;
  • Ability to work independently, take initiative and manage various activities in a team setting with minimal supervision;
  • A proven ability to work as part of a team and to be self-managing;
  • Must be able to maintain confidentiality for all project and staff proprietary matters.
  • Knowledge of USAID rules and regulations and past international development sector experience are preferred.
