JOB DETAILS:
Primary Objective
The Capacity Building Technical Officer is responsible for supporting, monitoring, and evaluating training effectiveness, ensuring best practices are integrated into project activities. They design and conduct trainings on disability inclusion in Health, SRHR, GBV, and economic empowerment, build partnerships, and advocate for inclusive services while contributing to overall project management.

Key Responsibilities
Mission 1: Technical Guidance and Support
• Provide guidance on disability inclusion to project teams, partners, and stakeholders.
• Ensure capacity building and mentoring activities meet internal quality and technical standards.

• Adapt project documents to align with global standards.

• Regularly report technical activities in collaboration with project and MEAL teams.
• Coordinate with technical partners as needed.
Mission 2: Project-Based Technical Learning
• Ensure access to relevant technical information for specialists and divisions.
• Document best practices and lessons learned.
• Propose and oversee research, study topics, and data collection for evaluations.
• Implement recommendations to improve project quality.

• Conduct self-evaluation and participate in audit cycles.
Mission 3: Sector Animation
• Lead or contribute to training in technical fields.
• Develop and implement skills-upgrading plans for professionals.
Mission 4: Technical Influence
• Represent HI expertise in local, regional, and international networks.
• Advocate for inclusive SRHR and disability-focused projects.

• Develop proposals for project continuity or expansion.
Mission 5: Emergency Preparedness and Response
• Participate in emergency preparedness and adjust work modalities for humanitarian responses.
Mission 6: Stakeholder Guidance and Support
• Understand technical frameworks for inclusive SRHR, youth-friendly services, GBV, and economic empowerment.
• Map stakeholders and partners, ensuring their involvement.

• Organize and deliver training on Disability Inclusion, advocacy, and Social Behaviour Changes.

• Raise awareness of inclusive SRHR through advocacy and community events.
• Ensure accessibility and reasonable accommodations during workshops or training.

Education & Experience
Mandatory:
• Postgraduate diploma in a relevant field.
• Bachelor’s degree in Public Health, Social Sciences, Education, or related field.

• 3-5 years of experience in training, facilitation, or adult education, with a focus on health, social behaviour change, education, or community development.
• Strong experience in participative training methods.
• Experience in disability inclusion-focused projects.
Desirable:
• NGO experience (local or international).
• Experience in humanitarian and emergency settings.
• Knowledge of working with persons with disabilities in both humanitarian and development contexts.

Personal Skills & Competencies
• Core Skills: Training design, facilitation, and evaluation; mentoring and coaching.
• Communication: Strong verbal/written English; knowledge of local languages (Acholi, Lugbara, French, or Sign Language) is an advantage.
• Technical Proficiency: Proficient in MS Office and internet tools.
• Behavioral Competencies: Analytical thinking, teamwork, adaptability, empathy, resilience, and openness to feedback.
