East African Crude Oil Pipeline (EACOP LTD) ("EACOP LTD" or "COMPANY") hereby invites experienced and reputable companies to express their interest in providing “Procurement, Logistics & Support Services for Maintenance of Spare Parts & Initial Stock of Consumables” services (the "services") for the East African Crude Oil Pipeline (EACOP) Project.

The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil from Lake Albert in Uganda to a seaport located at Tanga in Tanzania for export to international markets. The pipeline is 1,443 km long, of which 296 km will be in Uganda and 1,147 km in Tanzania. The pipeline route in Tanzania passes through eight (8) regions consisting of Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara, and Tanga, covering 27 administrative District Councils and 231 Villages.

Brief Description of the Scope of the Services

The East African Crude Oil Pipeline (EACOP) project will require a comprehensive turnkey solution to support its operations in terms of a Marine Storage Terminal (MST), Tanga, Tanzania. This would include ensuring stock of critical items for the first three years of the facility’s operations.

The Company as part of its commitment to promoting local content and participation has taken stock of the required Oil & Gas devices and services in both Uganda and Tanzania to support the operations and maintenance of its facilities. The required services include, but are not limited to:

  1. Procurement and delivery of spare parts, materials, and consumables to support Field Operations. Based on the spare parts list provided by the Maintenance Inspection and Engineering Department.
  2. Inventory control of the items.
  3. Tracking of all purchased goods and services.
  4. Data integration or reception: Registration of received items within the company’s ERP system.

Minimum Requirements

Companies or organizations expressing an interest are required to support their expression with:

  • Brief description of experience, expertise, and capacity to deliver the services.
  • Evidence of experience in successfully conducting similar services in support of major projects.
  • Proof of registration with relevant projects or companies including incorporation.
  • Proof of registration with the Tanzania Revenue Authority and Tax (TRA) Clearance Certificate for the latest year (for Tanzanian companies).
  • Valid Business License (attached copy).
  • Valid VAT Registration (attached copy).
  • Copy of a recent Tax Compliance Certificate.
  • A copy of registration or a recent BRELA search (attached copy).
  • Evidence of QHSE Management systems, organization, and procedures in compliance with applicable Local and International Standards.
  • Compliance with EWURA Local Supplier Service (LSS) database.
