The Sustainable Aquatic Foods (SAF) program is part of the Special Initiative “Transformation of Agricultural and Food Systems”, (SI AGER) of the BMZ-KT “Life without Hunger - Transformation of Agricultural and Food Systems”. It is implemented in Uganda, Zambia, Malawi, Madagascar and on a regional basis with SADEC. It is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).
The Uganda country package, with a focus on small and medium actors in the aquaculture sector, contributes to improved provision of aquatic foods, which, due to their richness in vitamins, essential fatty acids and proteins make an important contribution to a healthy diet and contributes to the food security of the Ugandan population.
GIZ Uganda is recruiting a Junior M&E Advisor to support the implementation of the programme.

Knowledge, skills and competences
• Excellent knowledge and appreciation of statistical techniques including their application especially E-Views, STATA, and Excel.
• Good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (MS Office).
• Excellent Knowledge of statistical concepts.
• Very good written and oral knowledge of English.
• Politeness and helpfulness in dealing with programme partners and colleagues.
• High degree of self-motivation and team spirit
Responsibilities
A. Key Responsibilities
The Junior M&E Advisor will be responsible for:
• Development, Planning, coordination and implementation of a robust M&E system according to BMZ, GIZ and GP Fish requirement.
• Regular reporting according to the M&E system.
• Advising the program management based on M&E systems and knowledge management guidelines.
B. Specific Tasks
The Junior M&E Advisor performs the following tasks:
1. Management and Coordination
• Preparation of monthly, quarterly, annual work plans and budgets, including milestones Develop and Organise quality assurance measures and suggest necessary changes, improvements and initiatives.
• Initiate the development of an M&E plan with standards and procedures to ensure collection of credible, reliable, timely and cost effective of data for strategic planning, uphold accountability and inform management decisions.
• Strengthens program evaluations and ensure they are enshrined into the project lifecycle routines and ensure they are timely, useful, ethical, and upholding the evaluation criteria and standard.
• Oversees the development and quality assurance of specific planning, assessment, M&E activities into projects based on needs, donor requirements, resources and capacities.
• Ensures collection of relevant and appropriate data needed by management and/ programme section for an effective planning and implementation of the project.
• Backstops all project funded partners on use of the Project M&E system.
• Laise with external organisations and M&E experts to identify and disseminate good M&E practices and contribute to Knowledge sharing.
• Ensures standard and ad hoc reporting on operational activities (e.g., upon request of Partners and donors.
• Ensures that programme monitoring is based on conflict sensitivity and the do-no-harm principles.
• Prepares appropriate inputs for various projects/program reports including annual and bi-annual reports and contribute to the other reports required by the project leader/manager and GIZ head office.
• Assists with research activities and studies which benefit joint programmes (PWA, Cluster).
• Facilitates capacity building for identified staff and partner organisations on M&E processes, tools, and frameworks.
• Assists in quality management of the program.
• Organises and supports short term experts and missions regarding M&E.
• Participates in team meetings, Jour fixes, conferences, etc as requested by the team leader.
• Participates actively in the GIZ Uganda M&E Community of practices.
2. Communication and Networking
• Develops and maintains contact with all important stakeholders.
• Provides technical assistance to local and international experts engaged by SAF.
• Ensures knowledge management by collecting, processing and distributing relevant information.
• Promotes and represents the programme, its activities and the organisation in relevant fora.
Other Duties/Additional Tasks
• Undertakes further job training related to his/her position and duties, if required. Special training programs shall be identified and selected jointly with the team leader.
• Perform other duties and tasks at the request of management.
Qualifications
• Bachelor’s degree in Statistics, Economics, Quantitative Economis or related fields
• Postgraduate training in M&E will be an added advantage
