Overall Summary of the Role
The Grants Coordinator ensures effective grant management, compliance with donor rules, and oversight of partnerships in line with CARE’s policies. This involves timely reporting, risk management, and capacity building for partners. The role collaborates with CARE’s internal units, partners, and external stakeholders to ensure efficient grant utilization.
Specific Responsibilities
1. Partnership Management (40%)
• Facilitate transparent partner selection in alignment with CARE’s Partnership Policy.
• Conduct due diligence and organizational capacity assessments for partners and obtain approval from the Decision-Making Committee (DMC).
• Draft partner agreements and related documentation.
• Develop and monitor capacity-building plans for partners, focusing on program support functions (finance, procurement, administration).
• Ensure partner staff are trained on partnership rules, donor regulations, and compliance within 3 months of agreement signing.
• Manage weekly partner progress reports and identify challenges for action.
• Recommend agreement modifications as necessary (e.g., extensions, terminations, budget revisions).
2. Partnership Compliance and Risk Management (30%)
• Ensure timely disbursement of partner funds and reconciliation of accounts.
• Conduct regular visits to partners to monitor performance, budgets, and progress against deliverables.
• Provide technical support for budgeting, accounting, and internal controls for partners.
• Conduct spot checks and document audits on partner expenditures, ensuring proper utilization and flagging fraud concerns.
• Prepare monthly financial reports for partners and analyze expenditure versus budgets.
• Support preparation of donor financial reports and review narrative reports to ensure consistency.
3. Support to Program Financial Management (20%)
• Organize inception and close-out meetings to ensure all staff understand donor requirements.
• Ensure PIDs and codes are uploaded into PeopleSoft and communicate them to program teams.
• Prepare timely and accurate donor financial reports in required formats.
• Submit cash projections for grants for internal planning and donor purposes.
• Analyze financial reports and recommend budget revisions as needed based on donor guidelines.
4. Promote Gender Equity, Diversity, and Safeguarding (5%)
• Uphold CARE’s core values, gender equity, and diversity goals.
• Ensure adherence to safeguarding policies, including Protection from Sexual Harassment, Exploitation, and Abuse.
• Train staff on CARE’s policies, identifying and addressing any breaches.
5. Other Duties (5%)
• Perform any other tasks as assigned by the Grants Manager.
Relationships and Collaboration
• Internal: Works closely with Program Managers, Initiative Managers, Finance, Operations, and Logistics teams.
• External: Maintains contact with partners, auditors, INGOs, and capacity-building service providers.
Authority
• Monitors financial performance and compliance for programs.
• Recommends partner financial reports and payment approvals to the Program Manager.
Minimum Qualifications and Experience
• Education: Bachelor’s degree in Business Administration, Finance, Accounting, or BCOM. Professional qualifications (CPA, ACCA, CIMA) are mandatory.
• Experience: At least 5 years of experience in financial management, grant management, or auditing.
• Experience supporting partnerships and civil society organizations is an added advantage.
• Strong knowledge of INGO operations, donor reporting, and sub-grantee management.
Skills and Competencies
• Proficiency in Microsoft Word, Excel, and accounting software.
• Strong problem-solving, decision-making, and facilitation skills.
• Excellent verbal and written communication in English.
• Ability to manage teams, train staff, and build capacity among partners.
• Highly motivated and proactive in maintaining regular partner engagement.
