Organisation: FREO2 Foundation (FREO2)

Duty Station: Uganda, with preference for candidates based near Mbarara, Lira or  Kampala.

Employment Basis: Full-time, 1-year contract (Flexible, hybrid working arrangements)

 

About Organisation:

FREO2 Foundation (FREO2) is a global non-profit committed to reducing child mortality from respiratory failure in low-resource settings. Respiratory failure claims the lives of over 1.6 million children under the age of five every year. This includes fatalities from pneumonia, birth asphyxia and preterm births. Despite the preventable nature of these deaths, children residing in low-resource settings face significant barriers to accessing life-saving treatment.

 

At FREO2, we offer Oxygen as a Service (O2aaS) — a reliable, affordable, and accessible solution. O2aaS comprises innovative products ensuring an uninterrupted oxygen supply, clinical training for timely diagnosis and treatment, and technical training for sustainable maintenance and support.

 

Partnering with remote healthcare facilities in under-resourced communities, we ensure that oxygen reaches areas where its impact is most valued — a concept we term Maximising Oxygen Miles (MOM).

 

Job Summary:   FREO2 is seeking an experienced and innovative Monitoring, Evaluation, and Learning (MEL) & Data Specialist to lead data-driven initiatives that demonstrate the impact of our Oxygen as a Service (O2aaS) program in Uganda. You will design and implement robust MEL frameworks, ensuring the collection and analysis of high-quality data to track outcomes, inform policy, and support global advocacy for oxygen access. In this role, you will work closely with key stakeholders, including UNICEF and the Ministry of Health, while contributing to groundbreaking research that supports the scalability of the O2aaS model.

Key Duties and Responsibilities:

As the MEL and Data Specialist, your key focus areas will be:

Monitoring and Evaluation:

  • Develop and manage a comprehensive MEL framework to track program implementation and impact.
  • Collaborate with healthcare facilities to collect data and validate program outcomes through site visits.
  • Monitor oxygen system performance using FREO2’s Remote Monitoring Units.

 Data Analysis and Reporting:

  • Analyse program data to generate insights and evidence for reducing neonatal and maternal mortality.
  • Prepare reports, dashboards, and presentations for internal and external stakeholders, including UNICEF and the Ministry of Health.
  • Contribute to peer-reviewed publications and collaborate with Makerere University School of Public Health on research initiatives.

Stakeholder Engagement and Dissemination:

  • Provide stakeholders with real-time data dashboards and actionable insights.
  • Represent FREO2 in global forums, sharing data and best practices to advance oxygen access.

Capacity Building:

  • Train staff and partners on data collection tools and MEL processes.
  • Support the development of data-driven decision-making capacities across teams.

Research and Continuous Improvement:

  • Lead integration of MEL findings into program design and improvement.
  • Explore innovative approaches to oxygen delivery and healthcare improvement through research.

Qualifications, Skills and Experience:

  • Master’s degree in public health, statistics, data science, or a related field.
  • At least 5 years of professional experience in MEL or data analysis, preferably in healthcare or development sectors.
  • Proven expertise in designing MEL frameworks and using analysis tools like R, Python, or SPSS, and visualization platforms such as Power BI or Tableau.
  • Strong understanding of health systems strengthening to reduce neonatal and maternal mortality.
  • Exceptional communication skills to translate complex data into actionable insights.
  • Experience working on donor-funded projects, particularly with UNICEF or global health organizations.

Desirable

  • Familiarity with remote monitoring technologies and cloud-based data systems.
  • Prior experience in Uganda or East Africa, with knowledge of the local healthcare landscape.
  • Published research in peer-reviewed journals.
  • Knowledge of public-private partnerships in healthcare.
