ABOUT THE OPPORTUNITY
Internews is seeking a Logistics Officer/Driver for an anticipated USAID-funded media project in Uganda. The Logistics Officer/Driver work closely to ensure the efficient management of movements across all Internet activities throughout the country. The Logistics Officer/Driver shall be responsible for the Internews vehicle fleet in its entirety in Kampala and to support field teams where necessary. The position requires a sound knowledge of vehicle mechanics, good management skills especially in forward planning, and excellent communication skills.
DAY-TO-DAY TASKS will include:
Logistics and Coordination
• Support all international and local procurement of goods and services for Internews Uganda across the projects in Uganda and ensure compliance with Bureau of Population, Refugees and Migration (BPRM) rules and regulations.
• Provide technical guidance to staff in the field and Kampala office regarding procurement-related policies; as needed, update procedures and deliver training.
• Work with the project department team on procurement needs, providing technical support and advice on specifications, cost implications, and logistics for safe delivery both internationally and nationally and ensuring requisitions are raised to ensure timely delivery of goods to project field locations.
• Lead the work of procurement staff and ensure the timely preparation of procurement plans for Internews.
• Implement appropriate monitoring and control of procurement processes including organizational RFQs, receipt of quotations, and bids evaluation. Negotiate procurement supplies to maximize cost in full compliance with Internews rules and regulations.
• Coordinate with the Finance Department to ensure that the project and account code is determined prior to final order and delivery of equipment and materials.
• Maintain a tracker of all suppliers’ contract information, updating as needed and managing regular invoice reconciliation with vendors to ensure that payments are made in a timely manner.
• Maintain records of service agreements and renewal dates and communicate with supervisor regarding renewals, if applicable.
• Verify and document that all vendors (including consultants, subcontractors, and vendors) are not on the excluded parties list and take necessary action to document verifications
• Ensure all Internews and USAID procurement policies, and regulations are followed.
• Plan and follow up with suppliers to ensure timely delivery of requested supplies and materials; update program Project Managers and Logistics team of the status of Particular Procurements to avoid issues related to the timely delivery of goods.
• Support Internews Subgrants Partners Procurement process.
• Collaborate with other international organizational procurement lead teams to ensure always there is close coordination and share other procurement related challenges and best practices to address them.
• Maintain documentation of all local partners and HQ contracts.
• Provide support to other team members if they are scheduled for leave to ensure all program activities are running smoothly.
• Assist in vetting processes for all Internews contractors, consultants and vendors in compliance with donor requirements.
Driving and Fleet Maintenance
• Provide transportation services to Internews in accordance with Internews security and transportation procedures, ensuring safe and timely arrival of staff to destination, in compliance with national traffic rules and regulations at all times
• Ensure full compliance with security policies and procedures for the passengers and the vehicles regardless of the location, destination, and distance of the travel.
• Manage the transport department, ensuring the highest safety and security standards are maintained at all times.
• Develop and implement a system to monitor vehicle servicing.
• Collate vehicle movement requests and produce a daily vehicle schedule to ensure efficient and effective movement of staff.
• Collate and produce weekly and monthly reports (driver tasks, fuel usage, etc.).
• Manage the quotations and invoicing of vehicle repairs and maintenance.
• Interact with vehicle repair service provider(s) to ensure fleet maintains operational capacity and that all vehicle invoices are processed in a timely manner.
• Liaise with Ministry of Transport when necessary to ensure registration is valid.
• Liaise with insurance provider if necessary.
• Inspect vehicles daily and recording any defects and reporting upwards to ensure that vehicles are roadworthy and safe.
• Ensure vehicles are being duly fueled, lubricated, cleaned, serviced and maintained.
• Closely monitor fuel usage and quality and report any irregularities or discrepancies.
• Maintain fuel logs and reconciliation with tracking system.
• Maintain and keep an efficient vehicle fleet filing system.
• Investigate and report on any vehicle incidents.
• Any other tasks deemed necessary by the supervisor.

QUALIFICATIONS WE’RE LOOKING FOR
Required:
• University degree in Supplies Management Business Management, or another closely related field OR equivalent lived/professional experience.
• Minimum 5 years of experience in logistics, operations, and/or and fleet management.
• Valid Ugandan Driver’s License with classes B, CM, and DL.
• Minimum five years’ experience in driving in Uganda in an INGO.
• Certificate in defensive driving.
• Knowledge of Ugandan traffic laws.
• Basic knowledge of vehicle maintenance and troubleshooting.
• Must have demonstrated driving experience of four-wheel vehicles in long distances and difficult terrain.
• Demonstrate the capacity to plan movements so that assets are used in an efficient manner.
• In-depth knowledge of vehicle mechanics is essential.
• Strong working knowledge of Excel.
• Comprehensive knowledge of Microsoft Office suite, internet, Adobe Reader and email protocol.
• Strong English language skills, both written and oral.
• Good interpersonal skills.
• Well-developed organizational skills.
• Ability to work effectively under pressure.
• Meticulous attention to detail.
• Ability to lead and coordinate a team through strong communication and diplomatic skills.
• Sensitivity to cross-cultural dynamics in the workplace and experience supervising staff.
