This Programme:
The TDDAP2 (Tackling Deadly Diseases in Africa Programme Phase 2), funded by the UK Foreign, Commonwealth and Development Office (FCDO), will enhance health security across Africa. The programme will contribute to the reduction of illness and death from infectious disease threats in African populations and globally, with a particular focus on women and girls. Building on the COVID-19 pandemic and previous outbreak responses, it establishes partnerships between African, UK, and global public health institutions, such as Africa CDC and WHO-AFRO. TDDAP2 provides technical assistance to national governments and regional bodies and includes an Africa Rapid Response to Outbreaks (ARRO) Fund to facilitate swift responses to disease outbreaks across Sub-Saharan Africa.
TDDAP2 is structured around four components. This contract will focus solely on Component 1 below.
1. Component 1: National and Community Technical Assistance (this programme): Provides long-term technical assistance to DRC,Ghana, Kenya, Malawi, and Uganda to strengthen the implementation of the International Health Regulations (IHR). It supports national priorities through the delivery of National Action Plans for Public Health (NAPHS), One Health and All Hazard Plans, and pilot innovative approaches to public health security.
2. Component 2: Regional Technical Assistance: Supports African regional institutions, networks, and initiatives with a health security mandate by providing technical assistance, facilitating peer-to-peer learning partnerships, and offering discreet financial support.
3. Component 3: ARRO Fund: Provides early and rapid funding for outbreak responses and supports coordination across the UK government for effective deployment of expertise, logistics, and monitoring.
4. Component 4: Monitoring and Evaluation: An independent third-party monitoring, evaluation, and lesson-learning function to ensure adaptability and improvement throughout the programme lifecycle.
Reporting Lines:
This position will report to the Country Operations and Finance Manager
Primary Roles and Responsibilities:
Finance
• Make payments to vendors and ensure required documents are obtained and completed for all transactions in line with policies.
• Operate as petty cash custodian and maintain up to date records of petty cash expenditure and cash balances.
• Aid the Operations and Finance Manager in the preparation of monthly petty cash report.
• Prepare monthly bank and petty cash field vouchers, Payment Approval Forms and other Palladium financial requirements under supervision of theOperations and Finance Manager.
• Maintain account records (e.g. entering transactions into excel cashbooks) and reconcile accounts on a monthly basis.
• Support administration around assets and procurement, in line with client requirements.
• Track and update project fixed assets management system.
• Gather and analyse quotations for the purchase of office supplies and goods.
• Undertake any other daily routine financial management activities as deemed necessary by the
Operations and Finance Manager.
Operations
• Support the Operations and Finance Manager to ensure adherence to and compliance with all
Palladium and FCDO policies and procedures.
• Ensure consistent implementation of company SOPs and guidelines, security protocols, and where applicable recommend modifications.
• Coordinate logistics for country workshops and meetings.
• Coordinate all travel arrangements for relevant programme staff and visitors, in line with corporate andclient security standards.
• Document management and filing, as well as printing, copying and binding when required.
• Take and distribute minutes of meetings when necessary.
• Support procurement procedures for office supplies and other items as necessary and manage asset registries and upkeep.
• Contribute to human resourcing as required
• Undertake any other operational activities as deemed necessary by the Operations and Finance
Manager.

• Highly organised, with strong attention to detail.
• Experience in supporting project recruitment and HR processes.
• Experience in supporting project operational planning and financial processes.
• Demonstrated strong interpersonal skills.
• Demonstrated strong analytical thinking and pro-active problem solving.
Excellent written and oral communication skills, and ability to research information and present it concisely.
Ability to work collaboratively with others.

• A bachelor’s degree in accounting/ finance/ business administration, or a related field.
• Strong computer skills with advanced proficiency in MS Excel, MS Word, and MS PowerPoint.
• Familiarity with Cost Point software is highly desirable.
• Experience working with donor funded projects (e.g. FCDO, USAID, UN) is highly desirable.
• Strong understanding of donor compliance requirements and financial reporting standards.
