About MOESNA
The Maritime Organization for Eastern, Southern, and Northern Africa (MOESNA) is a regional body committed to promoting, protecting, and coordinating the shipping and maritime interests of its member states.
Mission: To advocate for efficient and competitive shipping and maritime services for socio-economic development in the region.
Background of the Assignment
The maritime industry plays a critical role in economic development, especially for regions strategically located along international shipping routes. The establishment of a Regional Maritime University (RMU) aims to address the growing demand for skilled maritime professionals, enhance maritime education, and foster regional cooperation.
Objectives of the Assignment
To conduct a comprehensive feasibility study that evaluates the viability, impact, and sustainability of establishing a Regional Maritime University for Eastern, Southern, and Northern Africa.
Scope of Services
The consultancy will cover:
- Needs Assessment: Evaluate gaps in maritime education and training in the region.
- Stakeholder Analysis: Identify key stakeholders and their contributions to the university.
- Regional and International Benchmarking: Study successful maritime universities globally.
- Legal and Governance Framework: Propose ownership, legal status, and governance structures.
- Financial Feasibility: Estimate costs, develop financial models, and identify funding sources.
- Implementation Plan: Develop a phased plan with milestones and sustainability strategies.
Expected Deliverables
- Feasibility Study Report: Detailed findings on the university's establishment and viability.
- Implementation Strategy: Including business plans and funding models.
- Collaboration Framework: Draft agreement for member states and the hosting country.
- Executive Summary: Key findings and recommendations.
- Host Agreement Draft: Defining obligations of participating states.
Required Expertise
The consultancy firm should have:
- A Team Leader with 15+ years in maritime education and training.
- Specialists in higher education, transport economics, financial analysis, and maritime law.
- Experience in conducting feasibility studies and a strong understanding of African maritime systems.
Assignment Duration
The consultancy is expected to last five (5) months from the date of contract signing.

Evaluation Criteria
Evaluation will follow the Quality and Cost-Based Selection (QCBS) method, with:
- Technical Proposal: 80% weighting.
- Financial Proposal: 20% weighting.
