Project Overview:
Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project's key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.

Position Purpose
The M&E Manager within USAID’s Urban Health Activity (UHA) will provide strategic technical support for the implementation, monitoring, evaluation and continuous learnings of Reproductive, Maternal, Newborn, Child, Adolescent Health (RMNCAH), Nutrition, Malaria and GHS interventions. S/he will support data use to guide program decisions and capacity-building efforts. Additionally, s/he will offer technical assistance to the Ministry of Health in planning, coordinating, tracking, and documenting of Maternal and Perinatal Death Surveillance and Response (MPDSR) initiatives. The manager will collaborate closely with the Ministry of Health, regional and district implementing partners to strengthen the Monitoring, Evaluation, and Learning (MEL) systems for the broader RMNCAH, Malaria and GHS programs. S/he will report to the project MERL Advisor and a designated officer within the Ministry of Health Reproductive, Maternal and Child Health Department.

Responsibilities
• Mobilize and provide secretarial support for quarterly MPDSR National Steering Committee meetings and manage weekly MPDSR and related interventions. This includes managing coordination meetings and ensure follow-up on actions, recommendations, and decisions made.
• Support Ministry of Health to use data while promoting intra- and inter-sectoral and multi-stakeholder collaboration and linkages to strengthen response.

• Support routine tracking of key performance indicators for RMNCAH, Nutrition, Malaria and Global Health Security interventions.
• Coordinate compilation and dissemination of national weekly, and annual MPDSR reports using advanced statistical software (e.g., STATA, excel) and data visualization tools (e.g., Adobe InDesign, Tableau, Power BI). This involves data calls to health facilities to facilitative the qualitative aspects documenting beyond trends and numbers.

• Facilitate learning sessions and feedback loops based on data findings to ensure that insights are applied in refining program strategies and interventions.

• Collaborate MOH, Target Districts, stakeholders (e.g., development partners, civil society organizations), and beneficiaries to track implementation of a comprehensive MEL plan aligned with the National Health Sector Development Plan, RMNCAH Sharpened Plan, Urban Health Strategy and district specific strategic plans.

• Work with the MOH and stakeholders to ensure consistent supply and availability of data collection and reporting tools.
• Establish and maintain robust data quality assurance mechanisms throughout the program cycle, including data cleaning, verification, and validation procedures.
• Provide technical input in the identification and development of appropriate data collection tools for various program activities (e.g., HMIS tools, monitoring forms), as may be required from time to time.

• Establish and maintain a systematic approach for documenting lessons learned and best practices to promote continuous learning and program improvement.
• Work with project team to develop clear, concise, and compelling narrative and visual reports, presentations, abstracts and any other documentation highlighting performance on Key Indicators, successes, challenges, lessons learned, and recommendations for improvement.

• Actively participate in project efforts towards strengthening health management information systems at healthcare facilities in Kampala, Mukono and Wakiso through site-level capacity building activities, including data quality assessment and improvement actions.
• Periodically present MEL findings to stakeholders and decision-makers, and facilitate knowledge-sharing workshops to encourage the use of evidence and learning in decision-making and program planning.

Required Qualifications
• Minimum of seven (7) years of work experience in implementation and managing MEL systems of public health programs.

• Three (3) years of supervisory experience required
• Strong analytical and problem-solving skills, with the ability to identify key issues and propose evidence-based solutions.
• Knowledge of USG rules and regulations
• Experience in one of the following statistical packages is required: SPSS, Stata, R, or SAS.
• Demonstrated knowledge in using and applying data visualisation tools (i.e. Microsoft Power Bi, Tableau, etc.) in Health Programs.
• Excellent written and oral communication skills in English and must be able to communicate and coordinate effectively with GoU and partners.
• Ability to work with and understand health data and health management information systems, including conducting data analytics and presentation in creative ways.
• Excellent knowledge and application of both quantitative and qualitative data analysis techniques
