1.About UWEAL
UWEAL was established in 1987. UWEAL is an apex woman in business organisation with
5.7 million women benefiting from its programmes with presence in 109 districts/chapters. The
women are segmented in 14 clusters including Agribusiness, manufacturing,
professional/service, textiles, Art and craft, tourism, oil and gas among others.
Since its establishment, UWEAL has remained a force to reckon with in promoting women's
entrepreneurship in Uganda. Rooted in its core pillars of advocacy, capacity building,
networking, and Institutional development. UWEAL has been instrumental in fostering an
inclusive and prosperous business environment for the last 37 years. Over the past three
decades, the organization has played a pivotal role in advocating for women's active
participation in business, aiming to create a more equitable and dynamic business landscape in
the country.
2.Project Overview:
The GROW project (Generating Growth Opportunities and Productivity for Women
Enterprises) aims to increase women's income through gender-transformative policies and
enhance access to finance and markets for women entrepreneurs. The project supports the
implementation of Women Entrepreneurs Platforms (WEPs) across multiple regions,
contributing to Uganda's economic development through women’s empowerment.
3. Position Overview:
The Senior Finance Officer will play a critical role in ensuring sound financial management
and compliance with donor and organizational policies for the Generating Growth
Opportunities and Productivity for Women Enterprises (GROW) Project. This position is
responsible for managing budgeting, reporting, financial analysis, and monitoring for the
project, which aims to build the capacity and support of Women Entrepreneurs Platforms
(WEP) across Uganda.
4. Key Responsibilities:
i. Financial Management and Budgeting
• Develop, monitor, and manage project budgets to ensure alignment with GROW project
objectives and financial targets.
• Ensure accurate financial tracking, analysis, and reporting of project expenses,
including monthly, quarterly, and annual financial statements.
• Oversee fund allocations and expenditures across multiple locations, ensuring
resources are distributed efficiently and within the budget.
ii. Compliance and Reporting
• Ensure all financial transactions comply with donor regulations, organizational
policies, and the legal requirements of Uganda.
• Prepare timely financial reports for the Ministry of Gender, Labour, and Social
Development, World Bank, and other stakeholders as required.
• Coordinate and support internal and external audits, providing accurate financial
documentation and ensuring compliance.
iii. Financial Analysis and Planning
• Conduct financial forecasting and analysis to guide project decisions and optimize
resource allocation.
• Identify financial risks, propose mitigation strategies, and provide recommendations to
the Project Manager to enhance financial sustainability.
• Contribute to strategic financial planning, advising on financial best practices to
improve project delivery and outcomes.
iv. Capacity Building and Training
• Conduct financial management training for regional finance staff and Women
Entrepreneurs Platform (WEP) coordinators to ensure adherence to financial
guidelines.
• Assist in developing financial literacy programs aimed at supporting women
entrepreneurs in improving their financial planning and management skills.
iv. Documentation and Record-Keeping
• Maintain accurate records of all financial activities and transactions, ensuring these are
documented according to organizational and donor standards.
• Update and improve financial documentation systems to support transparency,
accountability, and streamlined access to financial data.
5. Qualifications:
• Bachelor’s degree in Finance, Accounting, Business Administration, or a related field;
an advanced degree or professional certification (e.g., ACCA, CPA) is highly preferred.
• Minimum of 5 years of experience in finance or accounting, with at least 3 years in a
senior finance role, preferably within a development or non-profit organization.
• In-depth knowledge of financial reporting requirements for international donor-funded
projects, including World Bank compliance.
• Proficiency in financial management software and advanced skills in Microsoft Excel.
• Strong analytical and problem-solving skills, with the ability to interpret financial data
to guide strategic decisions.
6. Competencies:

• High attention to detail, integrity, and commitment to maintaining financial
confidentiality.
• Strong organizational skills, with the ability to manage multiple tasks and deadlines in
a dynamic work environment.
7. Working Hours
This is a full-time position [working 40 Hours per week] during normal office hours with
occasional evening/weekend working and the option to work flexibly to be agreed on
appointment. The contracted place of work will be UWEAL’s Head Office in Kampala.
However, there is the potential for some home/remote working subject to negotiation with the
Line Manager.
