JOB DETAILS:
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is owned by the Federal Republic of Germany and implements commissions for the German government and other national and international, public and private sector clients within the framework of the international cooperation between the Federal Republic of Germany and the Government of Uganda. The GIZ Energy and Climate Programme/ Cluster in Uganda, supports the Ugandan Government, through the Ministry of Energy and Mineral Development (MEMD), to promote use of renewable energy and energy efficient technologies and practices, increase access to clean energy, enhance sustainable use of natural resources, as well as to implement climate friendly policies. Programme/ Cluster activities are carried out under different commissions or projects funded/commissioned by various donors and co-funded by the German Federal Government.
On behalf of the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ will additionally implement the project “Sustainable Development of the Mining Sector”.
The project seeks to contribute to the EU's implementation of the Critical Raw Materials Act by fostering international trade partnerships, diversifying investments, and promoting stability through the EU Global Gateway strategy. It also aligns with and supports Uganda’s national development strategy for the mining sector to promote investment and further enhance private sector driven growth, ensuring a positive impact on economic and social development. The project will implement interventions focusing on 1) promotion of international and domestic investments into the mining sector; 2) supporting formalisation of the artisanal mining sector, 3) strengthening capacities for mineral processing and value addition, and 4) enhancing the capacities of relevant authorities to exercise their oversight function and 5) increase application of responsible sourcing standards in the mining sector. The project will be implemented as part of the regional programme “Cooperation for peace, security and responsible natural resource governance in the Great Lakes Region of Africa” and embedded within the “Energy and Climate Programme/ Cluster in Uganda”.
GIZ Uganda is recruiting a Project Manager to lead the implementation of the upcoming project “Sustainable Development of the Mining Sector”.

Knowledge, skills and competences
• Broad knowledge and understanding of the Mining sector in Uganda, including formalisation of artisanal mining, value addition and mineral processing, mineral exploration, investment promotion and implementation of responsible sourcing.
• Understanding of international and regional due diligence frameworks in the mining sector (OECD, ICGLR, EU).
• Excellent English communication skills, both orally and written.
• Outstanding presentation skills.
• Computer literacy with good knowledge of MS Office (especially Word, Excel, PowerPoint and relevant project management tools (OnSite Operations).
Responsibilities
A. Key Responsibilities
The Project Manager will be responsible for:
• Implementation of the project, and ensure the quality of the project delivery, results-based monitoring and evaluation and communication.
• Budget planning in coordination with the Finance Manager and Cluster Coordinator as well as technical coordination with relevant international donor organisations and projects in Uganda.
• Strategic and conceptual design of the cluster and ensure technical linkages and synergies between the project “Sustainable Development of the Mining Sector”, the regional project “Cooperation for peace, security and responsible natural resource governance in the Great Lakes Region of Africa and the Energy and Climate Cluster in Uganda.
• Collaborate strategically and operationally with partners in Uganda for planning, implementation and monitoring of project activities and results.
• Manage a team based in Kampala and/or Entebbe in accordance with the company's understanding of leadership and ensure an appreciative leadership culture and foster cooperation with overall programme and cluster staff.
• Providing strong expertise on mining and representing GIZ in technical and policy meetings and establishing very good working relations and network with other relevant stakeholders in Uganda and in the region.
• Knowledge management, communication, and reporting.
B. Specific Tasks
The Project Manager performs the following tasks:
Technical and Policy Advise
• Coordinate and strategically advice to the project partners (MEMD, DGSM, private sector, civil society) on the topics of on investment promotion, ASM formalization, value addition and responsible sourcing.
• Advises MEMD (in particular DGSM), the Uganda Investment Agency and other stakeholders on strategies and policies to promote investments in the mining sector.
• Design and implements activities to increase the investment attractiveness of the Ugandan mining sector.
Project Management and Commission Management
• Steer the development of operational plans and oversee their implementation in close consultation and cooperation with the project partners.
• Develops and organizes quality assurance measures and suggests necessary changes, improvements, and initiatives.
• Facilitates knowledge management, monitoring, evaluation and learning (MEL), reporting-related activities.
• Coordinates the implementation of communication activities in accordance with the requirements of the commissioning parties and proactively ensures that commissioning parties are informed of opportunities for communication and visibility
• Assumes budget responsibility for the Uganda service package as Head of Project (DV).
• Preparation, commissioning and management of contracts and grant agreements with subcontractors and cooperation partners.
Stakeholder Management
• Establish formats for cooperation, regular dialogue, exchange and networking opportunities with all project stakeholders and within the project team.
• Lead the organisation of regular project steering committee meetings with the project partners and ensure that required documentation (workplans, M&E, risk matrix) are provided to the steering committee.
• Represents the project at official events in Uganda and abroad.
• Ensures that the projects commissioning parties are kept abreast of project implementation and are informed of any changes to the project.
Staff and Human Resource Management
• Manages all staff members who report to him/her.
• Manages staff in accordance with the company's understanding of leadership and ensure an appreciative leadership culture.
• Ensure that staff members under his/her responsibility provide high-quality and cost-effective solutions.
• Carries out the annual Staff Assessment Talk for staff members who report to him/her.
Other Duties/Additional Tasks
• Actively promotes synergies between the GIZ Great Lakes Cluster, the GIZ Uganda Energy and Climate Cluster and/or other units.
• Participates in relevant GIZ Sector Network meetings.
• Perform other duties and tasks at the request of management.
Qualifications
• Maters's degree in Mining Engineering, Environmental Engineering, Economics, Development Studies or related field.
Details of experience
• 5 years of professional working experience in a similar position in the mining sector.
• 3 years of active engagement with the private sector, ideally in a management position.
• Prior experience (at least 3 years) in project and staff management, monitoring and evaluation, reporting and budget management.
• Experience in stakeholder management and developing positive working relationships with government agencies and the private sector
