REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTANCY SERVICES FOR ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) FOR DEVELOPMENT OF ENENGO IRRIGATION SCHEME IN KANUNGU DISTRICT
The Government of Uganda (GoU) has received financing from the World Bank towards the cost of Inigation for Climate Resilience Project and intends to apply part of the proceeds for Consultancy services for Environmental and Social Impact Assessment (ESIA) for development of Enengo Irrigation scheme in Kanungu District.

The objective of the assignment is to carry out an Environmental and Social Impact Assessment (ESIA) for Enengo Irrigation Scheme. This will include establishment of an environmental and socio-economic baseline, assessment of proposed development options, scoping. prediction of the magnitude and significance of environmental and social impacts, recommending mitigation measures for identified impacts, and devising how they can be incorporated into project design and
implementation plans.

The implementation period of the assignment is One year

The Ministry of Water and Environment (ME) now invites eligible consulting firms ("Consultants) to indicate their interest in providing the services. Interested consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the services.

The short-listing criteria will include:
• Minimum of eight (08) years of core business as a firm in undertaking Environmental Social Impact Assessment (ESIA) studies for large scale Infrastructure Projects (Irrigation schemes including dams/ reservoirs, Water Supply and Hydro power infrastructure projects) in Sub Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa Experience of atleast five similar assignments carried out and financed by the World Bank within the last eight years.
• Submit the firm's organogram to demonstrate the firm's technical and managerial capability
• Presence of appropriate skills in the following areas: Team Leader Environmental and Social Assessment Specialist Social Expert Hydrologist, Aquatic Ecology and Fisheries Specialist Vegetation Flora Expert. Zoologist Fauna Expert Air Quality and Noise Expert. Please provide only the structure of the Organization as well as general qualifications and number of Key staff to demonstrate presence of the skills required in the firm (Please do not submit CVs and bio data of experts at this stage)

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Bomowers July 2016 revised November 2017, August 2018 and November 2020 (Procurement in investment Project Financing: Goods Works, Non-Consulting and Consulting Services] setting forth the World Bank's policy on confict of interest
A consultant will be selected in accordance with the Consultant Qualification Selection (CGS) Method set out in the World Bank Procurement Regulations (July 2016, revised November 2017, August 2018 and November 2020)

Expressions of interest (One original plus two copies) must be delivered in a writer form to the address below (in person) by 20th November 2024 at 11:00 am.
