The Embassy of Iceland in Kampala was established in 2004 while bilateral development cooperation between Iceland and Uganda started in 2000. The Embassy is part of the Icelandic Foreign Service, and its role is to support Uganda’s socio-economic development through development cooperation; strengthen bilateral relations between Iceland and Uganda; and protect the interests of Icelandic citizens and provide assistance in need. Iceland follows a programme-based approach at the district level in its development cooperation with Uganda and currently works with the district local government in Namayingo and Buikwe.

The Embassy of Iceland is seeking to recruit a motivated and experienced Senior Adviser to support the delivery of our development projects and programmes in Uganda. We welcome and encourage applications from people of all genders and backgrounds.
Job Purpose
Accountable for the efficiency and effectiveness of the Embassy’s overall results-based programme and project planning, implementation, monitoring and reporting.
Responsibilities
• Contribute to the Embassy’s strategic, annual and programme planning as well as monitoring and reporting of Iceland’s development cooperation programme in the country.
• Provide strategic guidance and policy advice on the development, implementation, and monitoring of programmes, including the development of a robust M&E framework.
• Plan and monitor implementation of programme baseline data collection.
• Participate in and report on regular field visits to project locations to monitor and validate the implementation of the Embassy supported programmes by the implementing partners.
• Support partner districts in ensuring programme relevance, coherence, efficiency, effectiveness and impact.
• Support the annual audit of the Embassy programmes.
• Monitoring of procurement processes in collaboration with head of finance.
• Document, synthesize and disseminate best practices and lessons learned in relevant thematic areas.
• Support external evaluations of Embassy programmes.
• Review all partnership agreements, memoranda of understanding and other agreements with the Government of Uganda.
• Identify opportunities for engagement in relevant thematic areas and build strong networks and relationships across different stakeholders such as Government, development partners and civil society/NGOs.
• Review and summarize published key reports and policy papers relevant to the programme implementation and contribute to analysis and lessons learned.
• Actively participate and promote Iceland’s position at working group meetings, conferences and other relevant external events.
• Contribute to drafting talking points for the Embassy’s participation in conferences, roundtables and other public events and media engagements.
• Provide wider Embassy support and perform other duties as assigned by the HoM as required.
Qualifications
• At least Bachelor’s level qualification in development studies, social sciences, economics, business administration or other relevant discipline
• Post-graduate diploma or master’s degree in monitoring and evaluation or project management an advantage.
Experience
• A minimum of 5 years relevant working experience in project management in the areas of thematic priorities.
• Demonstrated experience in result-based monitoring and evaluation.
• Knowledge of all project management cycles, including tools and procedures for
• project programming, appraisal, implementation, monitoring, review, and evaluation.
• Experience in supporting or managing development programmes and experience of working for international organisation’s or embassies is an advantage.
• Good knowledge of local governance and development policies and priorities in Uganda is an advantage.
• Procurement experience and basic knowledge of the Public Procurement and Disposal of Public Assets Authority guidelines is an advantage.
