JOB DETAILS:

JOB SUMMARY
The Instrument Engineer will be responsible for all aspects related to ICSS and Instrumentation during the maintenance and inspection engineering phase and shall bring assistance on this subject as and when required. She/he will participate to commissioning activities. During operation, She/he will be responsible for the maintenance needs of instrumentation, ICSS, and telecoms, including associated services company as well as contracts.

DUTIES & RESPONSIBILITIES
Management
• Ensures Instrumentations, ICSS, Metering and Telecom Support team cover the obligations in term of maintenance strategy update, performance monitoring, contract, and stock strategy. Define priorities to focus on delivering values matching with Field Operations Objectives.
• Produce, review guidance documents, procedure, standard related to his perimeter.
• Manage PS1 perimeter IMS system and data.
• Manage PS1 instrument technician and provide performance feedback.
• Interfaces with feeder Companies regarding shared systems.

• Follows ICSS, metering, ICSS major maintenance & Update.

• Ensures implementation of operation and maintenance strategy based on FO objectives. Ensure management system is up to date and in line with the Area performance objectives. Recover any REX from Area and analyse KPI to set-up maintenance strategy accordingly.

• Assess and audit CONTRACTOR procedure managing material repair in workshop are well implemented to secure reliable tracking system, follow-up, and progress.
• Ensures CONTRACTOR stock management by technology in line with criticality study, capability to repair and availability objective.

• Optimization: Review and challenge CONTRACTOR maintenance plan on instrumentation and ICSS and do proposal to reduce downtime and cost to optimize cost VS running hours.
• Secures life cycle management of equipment / packages; implement studies and action plan to secure maintainability of the plants (obsolescence).
• Responsible for implementing and sustaining all cybersecurity solutions to guard industrial network against cyber-attacks.
• Pl system Administrator for Field Operations. Manages Pl sustenance and development to adequately cover rotating equipment, metering, and other requirements.
• OPEX: Cooperate in terms of budget preparation for studies, ISS and modifications related to service. Ensures periodic reporting activities of the discipline and regular follow up and review thereof.

Operations:
• Advice the diagnosis related to major malfunctions and failures. Comments Contractor action plan and assess CONTRACTOR competencies and process to solve major malfunctions and failures. Support CONTRACTOR if required.
• Organizes and maintain instrument equipment database. Guarantee the quality of activity reporting, particularly though CMMS.
• Reliability: Responsible of COMPANY reporting regarding reliability improvement as a continuous practice to maximise plant availability; identify improvement opportunities in organization, facilities availability, and technical costs; represent progress in reliability meeting. Interface with operation team to collect information, or control issues.
• Follows KPI's defined and attend/prepare for meetings; update dashboard upon requirement, provide action plan for reliability meeting.
• Develops positive and constructive relationships with contractors and suppliers. Identify opportunities to improve contractor/supplier performance, reduce costs and improve the quality of services/products supplied.
• Acts as technical discipline focal point on specific project/work scopes and contracts, taking a lead role in the involvement/co-ordination of, and interface between, site/ teams/contractors ensuring effective communication and understanding between appropriate parties.
• Engineering Studies
• Proposes solutions to optimize the operating cost.
• Consolidate ICSS, Metering, Telecom & Instrumentation part of Software Modification workflow issued by site dealing with ICSS and instrument discipline.

Academic Qualifications:
• Bachelors of Engineering
• +5 level with specialization in ICSS or Instrumentation, or equivalent proven experience (Engineer) Industrial information security system training

Experience Required:
• 10 years experience in instrument, telecom and ICSS maintenance and management competence in cyber security, oil/Electric/production/terminal knowledge.
• Experience in industrial maintenance and maintenance methods.
• Experience in team/contract management.
• Very good knowledge of Instrumentation and Fundamentals of Legal Metrology in metering of petroleum products.
• Reliability, autonomy, analytical, organizational capacity, and leadership
• Sense of method, flavor analysis, rigor, and organizational skills
