JOB DETAILS:

Job Purpose
Assist the Principal Human Resource Officer to implement and monitor Human Resource policies, strategies, guidelines, rules and regulations and actively participate in all matters of HR planning, management and development.

Key, Duties and Responsibilities
• Provide and reinforce recruitment, development, and retention of a competent and efficient workforce;
• Provide secretariat services to the HR related committees;
• Provide HR support to units on matters of establishment, structures, institutional development and change;
• Support the review and implementation of HR policies and procedures;
• Assist in development and revision of HR policies and procedures in relation to the National laws and ensure dissemination and implementation;
• Maintain up-to-date personnel data in the form of staff list, and other person tools such as leave roster, probationers' register and schedule of staff on training;
• Manage the pay roll of the entity and ensure that it is in harmony with the staff list and wage bill;
• Coordinate staff appraisal, training and development of staff;
• Promote learning and staff development;
• Carryout periodic HR Audit;
• Perform any other related duties as may be assigned by the supervisor.

Required Qualifications
• A Master’s Degree in Human Resources or MPA, MBA (Human Resource option) or other Master’s degree with a Postgraduate Diploma in Human Resources Management from a recognized Institution;
• An Honours Bachelor’s Degree in Arts or Social Sciences or  Education or other Humanity with a bias in Human Resource Management or Bachelor’s degree in Human Resources Management from a recognized Institution;
• Membership with an HR Professional Body is an added advantage.

Experience
• Minimum of 3 years relevant working experience at Human Resource Officer level.

Skills/Competences
• Supervisory skills;
• Ability to work with teams;
• Computer literacy;
• Interpersonal and communication skills.
