Description
United Nations Development Programme (UNDP) Uganda wants to strengthen and expand resilience programming in Karamoja region. The aim is to improve the climate and disaster resilience of people and communities in vulnerable Karamoja region through advancing an integrated approach to resilience, sustainability, food production, climate security and natural resources management. A special focus on understanding of pastoralism livelihood system and leading the development of alternative livelihood system was deemed necessary.
UNDP is, therefore, seeking an expert (International specialist) with deep knowledge and field experience in resilience programming, disaster risk reduction, and climate change adaptation as well as institutional capacity development to lead this initiative. The incumbent will demonstrate expertise and experience in project design and implementation, as well as resource mobilization.
The incumbent will lead the overall planning and implementation of resilience building initiatives in Karamoja sub-region. This will include the analysis of drivers of vulnerabilities and designing innovative projects, cultivating and nurturing partnerships, and developing policy and technical papers to address emerging challenges. Specifically, the incumbent will undertake the following;
1) Lead strategic guidance and technical oversight for the implementation of the UNDP Uganda Resilience Building Approach in Karamoja:
- Develop a framework and sustainability plan for sustainable agriculture interventions in Karamoja region. The plan should articulate how agriculture development and agriculture value chains will target the empowerment of women and youth;
- Lead technical design of broader resilience programme for Karamoja, articulating the priorities and strategic approaches to enhancing resilience in the region;
- Develop technical guidance on capacity needs to deliver a resilience programme for Karamoja region;
- Provide high-level technical expertise in resilience for peer-to-peer learning among the various projects;
- Provide leadership, strategic and technical guidance on monitoring, evaluation, reporting, work planning and budgeting for initiatives on resilience, climate security, cross-border, and risk financing in alignment with project documents and in coordination with relevant stakeholders;
- Coordinate with other related projects of UNDP and other stakeholders; following up with monitoring results and findings related to the outputs and outcomes of the projects and document results;
- Provide support to the Country Office (CO) in areas of National Emergency Coordination and Operations Centre (NECOC) and District Emergency Coordination and Operations Centre (DECOC);
- In consultation with the UNDP Country Office and supported by the Regional Specialists, elaborate/revise the work plan and budget and submit draft workplans/budgets timely for the bi-annual budget revision process;
- Lead the development of knowledge products, knowledge sharing platforms, communication, and visibility actions;
- Lead the development of disaster response plan for Karamoja region.
2) Build Partner/Stakeholder engagement and Resource mobilization in strengthening application of a comprehensive resilience approach to Karamoja issues:
- Develop a framework for effective networking and fostering functional relationships between UNDP and Government partners, other United Nations (UN) agencies, donors, Non- Governmental Organizations (NGOs), and other key stakeholders;
- Develop guidance documents for capacity building of government institutions, as well as development partners including participation in the Humanitarian Inter-sectoral working Group, National Platform for Disaster Risk Management, United Nations Country Team (UNCT) Strategic Priority and Result Group meetings;
- Advise the Government and UNDP on the linkages with other major programs or projects of other agencies, organizations or departments and UN agencies;
- Ensure the development of cross-project linkage with other relevant UN and development partner projects for mutual reinforcing impact;
- Support UNCT Humanitarian Inter-sectoral working group/Humanitarian Interagency Coordination Group, and other CO’s humanitarian works including participation in joint assessments etc;
- Identify funding opportunities and lead the development of funding proposals to mobilize resources to address gaps and strengthen resilience programming in the Karamoja sub-region;
- In close consultation with the NCER communications officer, develop and implement a communication strategy and plan to raise the profile and visibility of UNDP interventions in the Karamoja sub-region.
3) Programme Management and Oversight of UNDP development interventions at the regional level and strengthen implementation of programme of interventions in Karamoja:
- Oversee the identification, selection and supervision of national consultants and experts, in close collaboration with the UNDP Country Office and develop terms of reference for review by relevant national and regional team members;
- Supervise the work of national experts and institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards; facilitate, guide and monitor the work of implementing partners in the Karamoja sub region;
- Organize all relevant project workshops in a consultative manner, involving a wide stakeholder group with interest in Karammoja. These may include the government, private sector, NGOs, donors and academia;
- Ensure a timely identification of risks in implementation of projects, develop and implement remedial/corrective measures in accordance with UNDP policies and procedures;
- Support disaster risk reduction and resilience strengthening initiatives under the NCER portfolio;
- Responsible for the overall planning, coordination and implementation of relevant trainings and workshops and implementation of relevant trainings and workshops in close cooperation with other partners;
- Provide leadership and oversight in project development and implementation, including financial accounting;
- Follow-up on project activities implemented under partner agreements, consultancies, or similar arrangements, and ensure their timely and quality delivery;
- Prepare and submit quality and timely Progress Reports (quarterly, and annual), annual work plans and budgets, procurement, and delivery enhancement plan for consideration and approval by the Project Steering Committees, and as required by donors and other partners as applicable;
- Facilitate project audits and evaluations, production of documentation required by UNDP and Project Partners.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

- Advanced university degree (master’s degree or equivalent) in Environmental Management, Natural Resources Management, Agriculture, Climate and disaster risk management is required., OR
- A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in disaster risk management, resilience programming, and climate change adaptation and project management in developing countries is required.
Required Skills:
- Previous work experience in developing countries and understanding of pastoralism livelihood system;
- Previous work experience in humanitarian-development nexus, climate security, peace and security in cross-border context;
- Previous work experience in participatory community-based planning activities and resource mobilization;
- Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced;
- Knowledge of web-based management systems such as ERP.
Desired Skills:
- Demonstrated substantive experience in working with developing countries and undertaking policy and programmatic work in Climate change, Disaster risk management and inclusive financing;
- Experience and strong understanding of the links between risks, climate change and resilience strengthening;
- Knowledge/experience of the East Africa region;
- Experience/Knowledge of UNDP’s Policies, Rules and Regulations;
- Prior experience working in the UN or other international development organization;
- Work experience with an Enterprise Resource Planning software.
Required Language(s):
- Fluency in English (spoken and written) with excellent public communication skills is required.
- Working knowledge of another UN language is an asset.
