JOB DETAILS:
Applications are welcome from internal and external candidates. For the purpose of this vacancy, internal candidates are considered first-tier candidates.

Under the overall supervision of the Head of Programmes & Policy development and the direct supervision of the National Programme Officer, the Programme Assistant will work under the MPA Unit and will perform the below tasks:
Responsibilities
1. Assist the MPA unit with planning, preparing, organizing and implementing all aspects of the project activities.
2. Assist in timely implementation and reporting on project activities according to IOM and donor formats as required and contribute to and/or prepare weekly progress updates on project activities.

3. Assist with in-house coordination among different sections of the project including the Resource Management Units and ensure proper documentation of project documents and filing.

4. Support in coordinating with relevant governmental and non-governmental entities, international organizations as well as other relevant stakeholders where necessary for effective implementation of the activities of the project.
5. Assist in the planning, preparation, and implementation of trainings, seminars, conferences, workshops, meetings, presentations, and missions related to the project, reports and undertake duty travel when necessary.
6. Support the implementation of Monitoring and Evaluation of through tracking of the agreed indicators for the implementation of the project.
7. Initiate, view and track a variety of administrative transactions in the computerized financial, travel & human resources systems to achieve intended objectives.
8. Contribute to overall IOM public information and communication related activities by assisting in preparing regular updates/concept notes on activities.
9. Perform any other duties as may be assigned

Qualifications
Education
• High School diploma with four years of relevant experience or
• Bachelor’s degree from an accredited academic institution in Political or Social Sciences, Business Administration, International Relations, with at least two years of relevant working experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience
• Experience implementing migration management projects, social economic livelihoods and capacity-building activities;
• Experience coordinating with government agencies as well as with various national and international NGOs and stakeholders;
• Sound and proven understanding of migration issues in Uganda and the East and Horn of Africa.
• Experience working with United Nations Agency, Non-Governmental Organisations (NGOs), Government agencies or in the private sector;
• Proficient in computer software: Microsoft Office (Outlook, Words, Excel, power point and Internet Explorer). Basic understanding in the application of project strategic planning approaches,
• Ability to use own initiative and work under pressure with minimum supervision
• Attention to detail and ability to organize
• Self-motivated and objective driven

Skills
• Strong interpersonal and communication skills including influencing, negotiation and coaching
• Ability to work well in an international environment with people from diverse backgrounds and cultures
• High level of computer literacy
• Self-starter who can work independently under pressure.
• Excellent problem -solving skills and an eye for detail
• Excellent organization skills;
•  Assessment and secondary data research analysis skills, Analytical and creative thinking.

Languages
• IOM’s official languages are English, French and Spanish.
• Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

2. This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.
