ULA Will Achieve This Through Three Objectives

The purpose of the USAID/Uganda Learning Activity (ULA) is to further strengthen USAID/Uganda performance and improve the performance of its implementing partners, with a focus on collaborating, learning, and adapting, in order to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development.

  • Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning and resources; and deepens local ownership.
  • Learning: Systematic learning, through applied research, monitoring and evaluation, informs and improves the relevance, quality and cost- effectiveness of programs and operations
  • Performing: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes.

The USAID/Uganda biodiversity portfolio is composed of four Activities, namely the Combating Wildlife Crime (CWC), Biodiversity for Resilience (B4R), Secure Forests for Sustainable Landscapes and Resilient Livelihoods (USFS), and the Uganda Biodiversity Fund (UBF) Activities. The biodiversity portfolio intends to conduct a mid-term evaluation of the unit.

The purpose of the mid-term evaluation is to better understand how USAID/Uganda’s biodiversity portfolio has contributed to the planned outcomes to provide evidence to inform future programming under the portfolio. The findings, conclusions, and recommendations of the mid-term evaluation will ensure evidence-based programmatic course corrections to help increase the impact and sustainability of these biodiversity investments.

Period Of Performance

July 1 to October 2023

Position Overview

The Evaluation Support Specialists will collaborate with the other evaluation team members, contributing to the development of high-quality, timely deliverables.

Level Of Effort Expectations

This position is expected to have an LOE of 28 days.

Responsibilities

  • Schedule interviews.
  • Book appointments with respondents.
  • Take notes during interviews.
  • Transcribe interviews.
  • Contribute to preliminary data analysis.

Deliverables

The Evaluation Support Specialists are expected to play a contributing role to the following deliverables:

  • In-briefing
  • Inception report
  • Presentation of preliminary findings
  • Draft evaluation report
  • Final evaluation report
  • Action brief
  • Discussion of recommendations
  • Learning event

Requirements

  • Bachelor’s degree in Evaluation or a related field in Statistics and Social Sciences.
  • 3-5 years of experience in organizing fieldwork, conducting interviews, transcribing interviews, and analyzing data.
  • Must possess strong analytical, writing, and oral communication skills.
  • English is required, and additional fluency in any of Uganda’s local languages preferred.
